Regular Meeting
September 18, 2018
Call To Order – Roll Call: Mayor Jerry Dibble called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on September 18, 2018, at Edgemont City Hall. Present were Council members, Terry Leehey, Carla Schepler, Jason Shook and Robert Worden.
The Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: No conflicts were heard.
Approval Of Agenda: Carla Schepler made a motion to approve the September 18, 2018 agenda. Motion seconded by Terry Leehey. Motion passed with unanimous vote.
Approval Of Minutes: Jason Shook made a motion to approve the September 4, 2018 minutes. Motion was seconded by Terry Leehey. Motion passed with unanimous vote.
Committee Reports: Law Enforcement – Drew Lamoureux
Public Works Committee – Joe Koller stated that they have repaired the potholes on several streets, winterizing various things, replaced 3 fire hydrants and will start work on the Kustom Kraft building.
Union Committee – Robert Worden stated there are a few more changes to be made before approval.
Finance/Personnel Committee – Terry Leehey stated that the claims were reviewed and approved.
Mayor – Mayor Dibble stated that he was happy to report that the Fire Hall roof did not leak after the rain that we just got!
Public Comment: Angel Cope stated that she has completed all of the work required on her mobile home. She would like a letter stating as such from the City. The City requested all documentation be submitted before that could be done.
Approval Of Claims: Terry Leehey made a motion to approve the September 18, 2018 claims totaling $24,078.30. Motion seconded by Robert Worden. Motion carried with unanimous roll call vote.
Sept 5-17, 2018 Salaries: Administration 1557.49, Streets 2577.66, Cemetery 288.91, Park 511.26, Library 930.90, Water 537.91, Sewer 363.84, Garbage 353.40. Total Salaries: $7,121.37.
Sept 5-17, 2018 Expenditures: Amazon 196.30 supplies, Walmart 46.84 supplies, ePath 512.31 sales tax, Intuit 36.21 updates, AllSpray Foam, Inc 4788.19 repairs, Builders FirstSource 737.16 supplies, Century Business 146.45 copier, Culligan 53.00 supplies, Demco 53.91 supplies, Fall River County Herald 216.78 publishing, Golden West Technologies 77.50 firewall, Hi-D-Way 320.00 propane, Jenner Equipment 3809.00 equipment, Jessica Mills 125.00 water deposit refund, Kyle Kaiser 68.04 travel, MidContinent Labs 1328.00 water testing, Rheta Reagan 21.00 travel, Sarah Miller 125.00 water deposit refund, Simon Materials 3477.53 cold mix, Steven’s Auto 18.00 repairs, Sturdevants 649.67 supplies, IUOE Local 49 140.00 dues, SYNCB/Amazon 11.04 books. Old Business: Union Contract Approval: Carla Schepler made a motion to table this item until final draft is completed. Motion was seconded by Robert Worden. Motion carried with a unanimous vote.
Ordinance 2018-09-04 – 2019 Budget – Second Reading: Carla Schepler made a motion to approve Ordinance 2018-09-04 as read. Motion was seconded by Robert Worden. Motion carried with a unanimous roll call vote.
New Business: Andrea Powers - Shedco: Andrea was unable to attend.
Frank Maynard – Ems Updates: Frank Maynard informed the City Council of the updates being made to the Fall River County Pre-Disaster Mitigation Plan. He also informed all that there will be some grant money possibly being available soon and they are working closely with the BH Area Council of Local Governments.
Ward I Letters Of Intent: One letter was received and read from John Sturgis.
Approve Ward I Councilperson: Jason Shook made a motion to approve John Sturgis to fill the Ward I vacancy until the next election. Motion was seconded by Robert Worden. Motion carried with unanimous roll call vote.
Accept Sandra Woodward’s Letter Of Resignation: Mayor Dibble read Sandra Woodward’s letter of resignation as follows:
Edgemont City Council,
I would like to thank the citizens of Edgemont for choosing me to serve this community for the past 6 years as their Council Representative in Ward III. During my time on Council I served as President of the Council, head of the Finance and Personnel Committee, served on the Ordinance and Public Works Committees. I have always voted the way I felt was in the best interest of the citizens in a town I call home. I want my children and grandchildren (and everyone else’s) to be able to thrive in our community. My passion and greatest pleasure has been representing Edgemont to the BH Area Council of Local Governments and also Southern Hills Economic Development Corp. I have and will continue to work closely with them and the Governor’s Office of Economic Development to bring economic growth to the City of Edgemont. It is with regret that I ask you to accept my letter of resignation from my seat on this Council, effective as of Sept 5, 2018. I wish you all God Speed and great luck.

Advertise For Letters Of Intent For Ward Iii: Jason Shook made a motion to advertise for letters of intent for Ward III Councilperson for two weeks. Motion was seconded by Robert Worden. Motion carried with unanimous vote.
Rescind Motion For Refusal Of Bid For Block 7, Lot 5, Original Town: Robert Worden made a motion to rescind the motion made at the September 4, 2018 Council Meeting to refuse the bid for Block 7, Lot 5, Original Town. Motion was seconded by Terry Leehey. Motion carried with unanimous vote.
Accept Bid For Block 7, Lot 5, Original Town: Jason Shook made a motion to accept Bruce Staples bid for Block 7, Lot 5, Original Town. Motion was seconded by Robert Worden. Motion carried with unanimous roll call vote.
Adjournment: Jason Shook made a motion to adjourn at 7:32 p.m. Motion was seconded by Robert Worden. Motion carried with unanimous vote.
The next regular City Council meeting will be held October 2, 2018 at 7:00 p.m.
