Unapproved Minutes of Town Of Oelrichs
Regular Meeting August 14, 2018

The regular meeting of the Town of Oelrichs was called to order by J. Messinio at 7:06 p.m. 

Members Present: J. Messinio; K. Merdanian. William O’Connell absent

Staff Present: R. Merdanian: R. Christman: S. Hamilton: 

Guests present: Pat Logue, RJ Inskeep, Lynn Anderson, Keith Hunt.

K. Merdanian moved to approve the agenda with the addition of disposal of old equipment under old business. J. Messinio 2nd the motion. Agenda approved as amended.

K. Merdanian moved to approve the minutes of July 10, 2018, meeting. J. Messinio 2nd the motion. Minutes from July 10, 2018 approved. 

Comments and Concerns: RJ Inskeep from Midwest Assistance Program RCAP Network Member helps small community and tribes with water and sewer issues. He was here to explain that he is to help facilitate the grant project, answer questions, and work with the engineers on the project. He is also to help with the job description and job title for the water superintendent position since that person has been doing different duties. He will be working on a draft for the position.

Motion was made by J. Messinio to pay following claims. Motion was 2nd by K. Merdanian.

General fund: Susan Hunt $55.96 (cleaning); Rachelle Christman $271.02 (wages & supplies); Town of Oelrichs $26.50 (transfer from general to water fund); Mike Schommer $1367.50 (mowing); Accouter Rental $337.71 (machine rental); Jim Ginsbach $225 (gravel); BHEC $1411.66 (2 months); Roy Merdanian $321.64 (street work).

Water Fund: Roy Merdanian $366.28 (wages & expenses); FRWUD $1148.01; Mid Continent $85.04 (water testing fees); Stephanie Smith $6.00 (deposit return); Core and Main $208.36 (repair supplies).

Water Report: Meters were read July 31and August 1 so some will have 30 days and some will have 31 on bills. 47,000 gallons were billed. Town had 12,000 over billed water probably due to hydrant flushing. Work for Jim Connell’s and Lynn McLaughlin was done. 

J. Messinio moved to accept the water report. K. Merdanian 2nd the motion. Water report approved.

Treasurer’s Report: General checking: beginning balance $18,224.00; credits $1,656.24; debits $3,719.39, ending balance $16,160.85. 

Water fund: beginning balance $13,909.90, credits $5448.48, debits $2305.12, ending balance $17,053.26.

Asset Depreciation fund: No bank statement

Maintenance checking: beginning balance $12,706.80; credits $100.32; debits $0, ending balance $12,807.12.

General Fund savings beginning balance $27,767.86; credits $.71; debits $0, ending Balance $27,768.57.

Water Fund savings: beginning balance $9,751.89; credits $.25; debits $.0, ending balance $9752.14.

Water deposit: beginning balance $5,057.78; credits $.13; debits $0, ending balance $5,057.91.

Water Reserve: beginning balance $8,664.06; credits $.22; debits $0, ending balance $8,664.28. 

K. Merdanian moved to approve the treasurer’s report. J. Messinio 2nd. Report approved.

Clerk’s report: Nothing of importance to report. K. Merdanian moved to approve Clerk’s report, J. Messinio 2nd. Report approved. 

Old Business: 

• DENR grant/loan – No new information 

• Disposal of old office equipment. Susan Hamilton was the only person to submit a bid for $25 for the printer. J. Messinio moved to accept Susan’s bid and to have Katie Merdanian take the other old out-dated monitor and computer to be disposed of at Best Buy in Rapid City. K. Merdanian 2nd motion.

New Business:  Lynn Anderson new license application for on/off sale of Malt Beverage. Motion was made by J. Messinio to accept his application pending the publication and notice of public hearing to be held September 11 at 7:30 p.m. K. Merdanian 2nd the motion. 

K. Merdanian: New Rugs – Katie Merdanian submitted some information about prices on new rugs. There was a suggestion to check on other prices. Motion was made by K. Merdanian to buy 1 or 2 new rugs for the community center not to exceed $300. Second was made by J. Messinio.

Meeting was adjourned by motion of President J. Messinio at 8:26 p.m. K. Merdanian 2nd the motion.
