Regular Meeting
August 21, 2018
Call to Order – Roll Call: Mayor Jerry Dibble called the regular meeting of the Edgemont Common Council to order at 7:00 P.M. on August 21, 2018, at Edgemont City Hall. Present were Council members, Terry Leehey, Carla Schepler, Jason Shook, Sandra Woodard and Robert Worden. Barbara Strozewski was absent.
The Pledge of Allegiance was stated.
Conflict of Interest for Council Members: No conflicts were heard.
Approval Of Agenda: Sandra Woodward made a motion to approve the August 21, 2018 agenda. Motion seconded by Jason Shook. Motion passed with unanimous vote.
Approval of Minutes: Sandra Woodward made a motion to approve the August 7, 2018 minutes. Motion was seconded by Jason Shook. Motion passed with unanimous vote.
Committee Reports: Law Enforcement – no officer present
Public Works Committee – Joe Koller & Sandra Woodward – Joe stated that they have had 3 water breaks since the last meeting, mowed 10 nuisance properties and have billed, sprayed for mosquitos 5 times in the last week, are starting to winterize the pool and park, will be working on doors out at Kustom Kraft building.
Finance/Personnel Committee – Sandra Woodward stated that the claims were reviewed and approved. Mayor – Mayor Dibble read a letter he received, from the Chula Vista Fire Chief, as follows:
Mayor Jerry J. Dibble,
I wanted to write and pass on what a wonderful and refreshing experience to work with your city’s engine on the Ferguson fire.
I work with the City of Chula Vista in CA as a fire captain. I found their skill and work ethic top notch.
We need more crews like this out here and we appreciate you sharing them in our time of need. Our resources were not able to handle the magnitude of work necessary and they were an important role in protecting one of our country top assets, “Yosemite”.

Public Comment: Scott Davis announced that he would like to talk to Council to discuss options for law enforcement for the City of Edgemont.
Approval of Claims: Sandra Woodward made a motion to approve the August 21, 2018 claims totaling $9717.58. Motion seconded by Robert Worden. Motion carried with unanimous roll call vote.
Aug 7-20, 2018 Salaries: Administration 1557.49, Streets 2313.39, Cemetery 182.16, West Nile 121.92, Hospital 8.62, Pool 49.07, Park 473.22, Library 857.25, Museum 8.62, Water 630.16, Sewer 281.00, Garbage 609.32. Total Salaries: $7,092.22.
Aug 7-20, 2018 Expenditures: Amazon 303.15 supplies, Intuit 38.34 updates, Vista Print 14.98 supplies, Barker Concrete 1492.13 supplies, Century Business 146.37 copier, Donald Schultz 50.00 water deposit refund, Golden West Tech 187.50 professional fees, Janel Andis 50.00 water deposit refund, Power House 152.89 supplies, Wade Wasserburger 50.00 water deposit refund, IOUE Local 49 140.00 dues. Total expenditures: $2,625.36.
Old Business - Side By Side: Sandra Woodward made a motion to purchase the Kubota RTV-X1100CWL-H with snow plow for $21089.94. Motion was seconded by Jason Shook. Motion passed with unanimous roll call vote.
New Business - Grace Of The Pines Hospice - Introductions: Barb Almich introduced herself and informed the council as to what Grace of the Pines Hospice does for the community. She stated that they were in dire need of volunteers to help with hospice care in Fall River and Custer Counties. Sandra Woodward suggested that she also contact the American Legion Auxillary.
Chamber Of Commerce – Christina Heisler: Sandra Woodward made a motion to approve the request to close Hwy 471 from F Street to H Street for the Fall Festival. Motion was seconded by Jason Shook. Motion carried with a unanimous vote.
Budget Hearing Request - Shedco: Andrea Powers was unable to attend. Sandra Woodward read her request to the Council and urged everyone to consider SHEDCO’s request due to all of the hard work that has been done for Edgemont.
Accept Barbara Strozewski’s Resignation: Sandra Woodward made a motion to accept Barbara Strozewski’s resignation with regrets. Motion was seconded by Robert Worden. Motion carried with a unanimous vote.
Advertise For Ward I Letters Of Intent: Sandra Woodward made a motion to advertise for two weeks for Ward I letters of intent to fill Barbara Strozewski’s term. Motion was seconded by Carla Schepler. Motion carried with a unanimous vote.
Fall Cleanup Vouchers – September 3, 2018 thru October 26, 2018: Sandra Woodward made a motion to approve the Fall Cleanup vouchers to run from September 3, 2018 thru October 26, 2018 with usual stipulations. Motion was seconded by Jason Shook. Motion carried with a unanimous vote.
Executive Session Per Sdcl 1-25-2 (3) Litigation/Contracts: Sandra Woodward made a motion to enter into Executive Session at 7:34 p.m.
Council returned to regular meeting at 8:13 p.m.
Sandra Woodward made a motion not to renew the contract with the Fall River County Sheriff’s Dept at the end of the year. Motion was seconded by Carla Schepler. Motion carried with a unanimous roll call vote.
Adjournment: Jason Shook made a motion to adjourn at 8:14 p.m. Motion was seconded by Sandra Woodward. Motion carried with unanimous vote.
The next regular City Council meeting will be held September 4, 2018 at 7:00 p.m.
