TOWN OF OELRICHS
REGULAR MEETING
January 9, 2024
The regular meeting of the Town of Oelrichs was called to order by President Timi Kae Burdette at 7:00 p.m.
Allegiance to the flag was pledged.
Board Present: Timi Kay Burdette, Joe Messinio, Bill O’Connell
Staff Present: Ellen White, Brea Seger-Absent Roy Merdanian III-Absent, Doug Burdette
Guests Present: Dottie Messinio, Jim Messinio
Comments and Concerns: (3 minutes each) – None
Additions and Corrections to the Agenda – None
Approval of Agenda – J. Messinio made a motion to approve the agenda and B. O’Connell 2nd the motion; motion carried.
Approval of Previous Meeting Minutes December 12, 2023:  T.K.Burdette made a motion to approve the minutes from December 12, 2023 with corrections The correction is under Pay Claims it should say GENERAL: Susan; J. Messinio 2nd the motion with the corrections; motion carried.   
Conflicts of Interest: T.K. Burdette will not be signing any vouchers for herself, Doug Burdette, or Handy Services.
Old Business:  
A. First Reading of Ordinance 13 – Nuisances: J. Messinio made a motion to accept the first reading of Ordinance 13 and B. O’Connell 2nd the motion; motion carried. The 2nd reading will be held on February 13th meeting.
B. Hiring and auditor: J. Messinio made a motion to hire an auditor and B. O’Connell 2nd the motion; motion carried.
C. The roof at the old grain elevator: T.K. Burdette will send a letter to the owner and then there will be a plan of action by the April meeting.
D. Potential for new bank and credit cards: J. Messinio made a motion to have Timi set up an appointment with Black Hills Federal Credit Union about switching the Town bank accounts over to that bank and B. O’Connell 2nd the motion; motion carried
Pay Claims: GENERAL: Fall River County Herald-$176.61 proceeding/Notice of bids; JMM Services-first quarter payroll services 2023 $160.50; Golden West-water building phone/internet $108.84; Lance Russell-attorney fees $312.50, Rocking RK Enterprises-snow removal on 12/27/23 $720.00, Timi Kae Burdette-reimbursement for hard drive and printer $460.68, Doug Burdette-lock for old jail door $15.27, Doug Burdette-public works wages for Dec. 2023 $129.29, Roy Merdanian III- public works assistant wages $120,WATER:  US Bank-water loan payment $1026.66, Doug Burdette-supplies from Menards/supplies Builders 1st Source-$88.92, Doug Burdette-water department wages for Dec. 2023 $729.56, Fall River Water Users Dist.- water usage $770.87, Dakota Supply Group-supplies $726.60, SD 811-message fees Oct-Dec. 2023 $2.10, Oelrichs Community Center-water $1.00. T.K. Burdette made a motion to accept the pay claims and J. Messinio 2nd the motion; motion carried.     
WATER REPORT:
1- Meters were read and data entered for billing
2-Monthly compliance water sample was taken, and the results were good
3-Multiple meter eyes were replaced/repaired- a total of five
4- Meter eye posts were picked up to replace some rotting posts
5- Curb stop boxes were picked up for inventory as discussed in the last meeting.
6- I still have not heard from Dakota Supply Group about our meters that were ordered in December.
7- The Fourth quarter Water report was completed and mailed to DANR.
8- 2024, a database for meter reading has been set up.
9- Water numbers for the month of December for the last three years:
December 2023- 152,767 gallons 4,927 gallons per day ***
December 2022- 441,260 gallons 14,234 gallons per day
December 2021- 197,306 gallons 6,364 gallons per day
December 2020- 183,013 gallons 5,903 gallons per day
*** December 2023, we had multiple leaks. Two of which were very large. Related to freezing weather
Public Works Report:
1- A planning meeting was conducted to plan for replacing the south retaining wall at the Community Center
2-Black Hills Electric Coop was contacted twice about repairing non-functioning or malfunctioning streetlights.
3- One more adjustment was made on the furnace water pump to keep it from freezing up. More may need to be done.

December Water Fund #7656989006 - beginning balance $30,171.49, deposits $0.26, ending balance $30,171.75; City of Oelrichs beginning balance $21,612.94, deposits $0.18, ending balance $21,613.12; Maintenance savings beginning balance $2,622.14, deposits $100.02, ending balance $2,722.16; Water Reserve beginning balance $9,467.04, deposits $0.08, ending balance $9,467.12. T.K. Burdette made a motion to accept the treasurer’s report and B O’Connell seconded the motion; motion carried.
Town Clerk’s Report- The town will combine the election with the school. Simon’s prices keep going up. The clerk will list the salaries for all the officers and employees of the Town. The Town of Oelrichs designates Fall River County Herald Star as their newspaper. T.K. Burdette made the motion to accept the town clerk’s report and J. Messinio 2nd the motion; motion carried.
2024 Salaries: Town President - $50 per month & $20 per meeting; Town Councilpersons - $40 per month & $20 per meeting; Town Treasurer - $240 per month & $20 per meeting; Finance Officer/Town Clerk - $240 per month & $20 per meeting; Water Superintendent - $100 per month & $20 per hour; Assistant to Water Superintendent - $20 per month; Public Works $20/hour, Public Works Assistance $20 per hour.
New Business:
A. Water payment in check or money order only: Tabled until next meeting.
B. Letter to resident for parking in a utility alley: The town will have the town lawyer send a letter to the resident.
C. Advertise for bid for snow plowing and mowing: Tabled until next month’s meeting.
