Regular Meeting
August 15, 2017
Call To Order – Roll Call
Mayor Jerry Dibble called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on August 15, 2017, at Edgemont City Hall. Present were Council members, Terry Leehey, Carla Schepler, Carl Shaw, Jason Shook, Barbara Strozewski and Sandra Woodward.
The Pledge of Allegiance was stated.
Conflict Of Interest For Council Members
No conflicts were heard.
Approval Of Agenda
Sandra Woodward made a motion to approve the August 15, 2017 agenda. Motion seconded by Carl Shaw. Motion passed with unanimous vote.
Approval Of Minutes
Sandra Woodward made a motion to approve the August 1, 2017 minutes. Motion was seconded by Jason Shook. Motion passed with unanimous vote.
Committee Reports
Law Enforcement – Steve Yenulonis
Law Enforcement and Safety Committee – Jason Shook stated that they were trying to meet with the Sheriff to discuss the contract.
Public Works Dept –Randy Millburn
Public Works Committee – Sandra Woodward
Finance/Personnel Committee – Sandra Woodward stated that the claims were reviewed and approved. Mayor – Jerry Dibble wanted to remind homeowners that the curb and gutters are their responsibility along with the alleys. Mayor Dibble stated that oil was found underneath the rug outside of the City Hall door and asked people to act like adults.
Public Comment
Public comment was heard from George Eberle concerning ordinances and unilaterally enforcing them. He is just looking for fairness.
Approval Of Claims
Carl Shaw made a motion to approve the August 15, 2017 claims totaling $28,458.88. Motion seconded by Sandra Woodward. Motion carried with unanimous roll call vote.
August 1-14, 2017 Salaries: Administration 1526.95, Fire Dept 14.29, Streets 2442.41, Cemetery 16.90, West Nile 21.44, Hospitals 50.00, Pool 34.97, Park 204.01, Library 1898.25, Water 1284.31, Sewer 586.55, Garbage 373.75. Total Salaries: $8453.83.

Chris Evans – Property Behind Hat Creek Grill
Sandra Woodward made a motion to table until more investigation was completed. Motion was seconded by Carla Schepler. Motion carried with unanimous vote.
Robert Varilek – Water Bill Reduction
Carl A Shaw made a motion to split the delinquent water bill between Robert Varilek and the previous owner. If previous owner does not pay then it will be sent to collections. Motion was seconded by Jason Shook. Motion carried with unanimous roll call vote.
NEW BUSINESS
Executive Session Per SDCL 1-25-2 (1) Personnel
Carl Shaw made a motion to enter into Executive Session at 7:40 p.m. Motion seconded by Sandra Woodward. Motion passed with unanimous vote.
Returned to regular meeting at 8:06 p.m. No action was taken.
AE2S – Dustin Dale
Carla Schepler made a motion to approve pay approve payment for Contract 2 Pay App 5 and Contract 3 Pay App 4. Motion was seconded by Terry Leehey. Motion carried with unanimous roll call vote.
Committee Appointments
Carl Shaw made a motion to approve the removal of Dave Augustine from the Airport Board. Motion seconded by Barbara Strozewski. Motion carried with unanimous vote.
Jason Shook made a motion to approve the removal of Jason Shook from the Union Committee and to add Carl Shaw. Motion seconded by Sandra Woodward. Motion carried with unanimous vote.
Exmark Mower
Carl Shaw made a motion to approve the purchase of a 60” Exmark Mower. Motion seconded by Sandra Woodward. Motion carried with unanimous roll call vote.
Black Hills Power – Right Of Way Easement
Sandra Woodward made a motion to approve the Black Hills Power Right of Way Easement. Motion seconded by Jason Shook. Motion passed with roll call vote.
Black Hills Power – Electric Easement Underground
Sandra Woodward made a motion to approve the Black Hills Power Electric Easement Underground. Motion seconded by Sandra Woodward. Motion passed with roll call vote.

Carl Shaw made a motion to adjourn at 8:15 p.m. Motion was seconded by Sandra Woodward. Motion carried with unanimous vote.
The next regular City Council meeting will be held September 5, 2017 at 7:00 p.m.
