Regular Meeting
September 5, 2023
CALL TO ORDER - ROLL CALL: Mayor, Rheta Reagan, called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on September 5, 2023, at Edgemont City Hall. Present were Council Members, David Levey, Jarrell Rola, Dennis Tubb and Brent White. Jason Shook was absent.
Pledge of Allegiance was stated.
CONFLICT OF INTEREST FOR COUNCIL MEMBERS: None noted.
APPROVAL OF AGENDA: Brent White made a motion to correct the agenda to read approval of September 5, 2023 agenda, instead of August 15, 2023 and approval of August 15, 2023 minutes, instead of August 1, 2023 minutes. Motion was seconded by David Levey. Motion carried by unanimous vote.
Dennis Tubb made a motion to approve the corrected September 5, 2023 agenda. Motion was seconded by Jarrell Rola. Motion carried by unanimous vote.
APPROVAL OF MINUTES: Brent White made a motion to approve the August 1, 2023 minutes. Motion was seconded by David Levey. Motion carried by unanimous vote.

Public Works - Joe Koller
Mayor’s Report - Rheta Reagan spoke of the purchase of a new vehicle for the Public Works crew.
PUBLIC COMMENT: None heard.
COUNCIL COMMENT: Brent White spoke of wanting people to not be afraid of calling 911 in the future if it was needed.
APPROVAL OF CLAIMS: Dennis Tubb made a motion to approve the September 5, 2023 claims totaling $71,626.84. Motion seconded by Brent White. Motion carried by unanimous roll call vote.

OLD BUSINESS:
SCHEDULE OF FEES - Brent White made a motion to table the schedule of fees until a later date. Motion was seconded by David Levey. Motion carried by unanimous vote.
BRETT GOFORTH/LAUNDRY MAT - No action will be taken until Mr. Goforth contacts the City again.
PROPANE BIDS - Brent White made a motion to accept the low bid for propane at the amount of $1.79 per gallon for the 2023/2024 season, contingent that the price was still the same. Motion was seconded by David Levey. Motion carried by unanimous roll call vote.
KUSTOM KRAFT BIDS - Jarrell Rola made a motion to accept a bid from Weather craft in the amount of $198,751.00, to be completed in 3 phases and to be budgets over 3 years. Motion was seconded by Dennis Tubb. With White abstaining, all others voting yes, by roll call vote, motion carried.
NEW BUSINESS:
2023 FALL FESTIVAL - Brent White made a motion to approve closure of Second Avenue near the park for the Fall Festival on September 30, 2023. Motion was seconded by David Levey. Motion carried by unanimous vote.
TRIPLE D DOGS BUSINESS - James Garmany met with the Council to discuss having a hot dog business in town and obtaining a peddler’s permit. The Council asked the Garmany return when he had everything done to satisfy the state.
ANDREA POWERS, SHEDCO - Andrea Powers, SHEDCO, updated the council about a grant that will help with the removal of the Oxnard Hotel. Because of the asbestos in the building, only certain contractors and landfills can deal with the materials. She would like to talk to the County to see if they would be willing to share in costs, above and beyond what the grant may cover. She will apply for the grant next April.
Discussion was held on how pickleball courts will need to be resurfaces around every 5 years and the cost is around $4,300.00. Powers also stated that $15,000.00 will be provided to businesses that participate in the internship program. The business would pay the apprentice wages, but the apprentice must jump through hoops with the Department of Labor and must be at least 16.
SDML ANNUAL CONFERENCE - Jarrell Rola made a motion to approve travel for Aaron Eberle, Rheta Reagan, and any other elected official to attend the SDML Annual Conference in Rapid City, October 3 through October 6, 2023, at the cost of $125.00 per registration. Motion carried by unanimous roll call vote.
TEMPORARY MALT BEVERAGE LICENSE - Brent White made a motion to approve a temporary malt beverage license for the Chance Englebert Memorial Demolition Derby, September 30, 2023 at the fairgrounds. Motion was seconded by Jarrell Rola. With Tubb voting no, all others voting yes, by roll call vote, motion carried.
ORDINANCE 2023-9-5 FIRST READING: Dennis Tubb made a motion to approve the 1st reading of Ordinance 2023-9-5 with the change of the dates. Motion was seconded by David Levey. Motion carried by unanimous roll call vote.
EXECUTIVE SESSION: Dennis Tubb made a motion to enter into executive session as per SDCL 1-25-2 (1) for personnel purposes and per SDCL 1-25-2 (3) for legal purposes at 7:56 p.m. Motion was seconded by Jarrell Rola. Motion carried by unanimous vote.
Meeting resumed at 8:13 p.m.
David Levey made a motion to adjourn at 8:14 p.m. Motion was seconded by Jarrell Rola. Motion carried by unanimous vote.
