A regular meeting of the City Council of the City of Hot Springs, South Dakota, was convened on August 21, 2023 at 7:00 p.m. at the Mueller Civic Center with Council President Bill Lukens presiding

Council Updates: Hot Springs Public Library Director, Mary Terrones provided a quarterly update; there are 2,089 library card holders in the Hot Springs area, 1,084 are Fall River Co. residents, 211 are from Custer Co., there are 3,579 patrons currently using library, on average 78 new or renewed cards are issued monthly and circulation average is 2,300. The Summer Reading Program was a hit with 93 participants who read a total of 1,739 hours. Planning for Fall & Winter Reading Program for Pre-K Thursdays 9/14-12/21. Library employees are planning to attend two training workshops one in Custer next week and the other is the SDLA Annual Conference in September
Executive Session: Moved by Huddleston, seconded by Pratt, to go into executive session under SDCL§1-25-2 (1) Personnel and (3) Legal at 7:06 p.m. Present were Council Members: Glanville, Huddleston, Johnston, Lukens, Niles, Orback, Pratt and Varvel. At 7:21 p.m., Finance Officer Summers-Walton and City Attorney Goff joined the session and at 7:24 p.m. all members present exited the session and the meeting resumed

Moved by Johnston, seconded by Varvel, to approve the HS Municipal Airport Hangar Land Lease Agreement with Darwyn Ulberg for the lease of land at the Airport approximately 30ft. deep by 45ft. wide which is one half of Building 8 for an initial term of 30 years effective 8/21/23, to be billed annually at .12¢ per sq. ft.

Finance Officer Report: Will be out of office 8/24-9/8, Asst. Fin. Officer Bochmann will be at 9/5 meeting, which is a Tuesday due to the Labor Day Holiday, where the 2024 budget ordinance will be introduced. Reminded Council this is ONLY budget authority and does not specifically authorize any purchases or changes to practice or policy. 2023 SDML Annual Conference in Rapid City scheduled for 10/3-10/6 please RSVP by 9/15, I will be requesting to attend
