Town Of Oelrichs Regular Meeting
February 14, 2023
The regular meeting of the Town of Oelrichs was called to order by President J. Messinio at 7:00 p.m.
Allegiance to the flag was pledged.
Board Present: Joe Messinio, Jessica Hamar, Timi Kae Burdette
Staff Present: Ellen White, Susan Hamilton, Absent- Roy Merdanian III, Doug Burdette
Guests Present: Dottie Messinio and Katie Merdanian
Comments and Concerns: (3 minutes each) - None
Additions and Corrections to the Agenda – None
Approval of Agenda – J. Messinio made a motion to approve the agenda and J. Hamar 2nd the motion; motion carried.
Approval of Previous Meeting Minutes January 10, 2023: J. Hamar made a motion to approve the minutes and T. Burdette 2nd the motion; motion carried.  
New Business: Bids for mowing, grading streets, and snow removal: Put the advertisement in the paper by March.
Pay Claims-General: Rocking RK Enterprises, $100, snow removal; Susan Hunt, cleaning Community Center, $60; Roy Merdanian III, $36.94, Rd Dept wages; Roy Merdanian III, water wages, $166.23; JMM Services, $106.50, 2022 4th quarter reports; Nelson’s Oil and Gas, $659.79, propane; Ellen White, $24.97, refund for printer paper; SD Assoc. of Towns and Townships, 4169.25, membership dues; Water: Doug Burdette, $951.20, Jan. wages; Doug Burdette, $78.79, reimbursement for parts;  SD Association of Rurals Water Systems, Inc, $360.00, annual dues for Class B; Dakota Supply Group, $1,300.25. supplies; Fall River Water Users District, $1,432.38, water usage; Golden West, $108.79, Bomgaars, $600.00, payment on account. Mid Continent, $85.20, water testing. J. Messinio made a motion to accept the claims and J. Hamar 2nd the motion; motion carried.
Water Report- Water Report January 2023:
1- Meters were read and data entered for billing
2- Water sample taken and results good
3-We worked with SDARWS on ongoing leak problems and locating more of the main valves. Once the snow melts and when the weather improves this will continue.
4- Going to call in SDARWS for cleaning out water main boxes, to exercise valves, and to do more leak detection- This will mean that the fire hydrants will be exercised along with all other valves to assure mechanical fitness.
5- Meters were read again on the 13th, to assure you that we did not have any customer leaks due to freezing as we had previously in the month.
6- Maintenance was conducted on our Cla-Valve system to assure that it is working properly. Water flow into the tower was adjusted to make sure turbulence was not impacting our main meter in terms of its reading accuracy.
J. Hamar made a motion to accept the water report and TK. Burdette 2nd the motion; motion carried.

Treasurer’s Report – General beginning balance $118,372.10, credits $1,620.30, debits $8,485.32, ending balance $111,507.08; Water beginning balance $66,006.94, credits $4,675.12, debits $7,247.25, ending balance $63,434.81; Maintenance beginning balance $1,521.29, credits $100.07, debits $0, ending balance $1,621.36; Money Market beginning balance $21,603.86, credits $0.91, debits $0, ending balance $21,604.77; Water deposits beginning balance $5,062.05, credits $0.22, debits $0, ending balance $5,062.27; Water fund beginning balance $25,889.80, credits $351.12, debits $0, ending balance $26,240.92; Water reserve beginning balance $5,671.38, credits $0.37, debits $0, ending balance $8,671.75. J. Messinio made a motion to accept the water report and J. Hamar 2nd the motion; motion carried.
Town Clerk’s Report- Reported on the mail that came and the Equalization meeting is set for March 20th from 6 p.m. to 7 p.m. at the Oelrichs Community Center. J. Hamar made a motion to accept the town clerk’s report and T. Burdette 2nd the motion; motion carried.
Old Business: Talk about switching banks: Tabled until next meeting.
Purchase of a Mini X for water dept.- Tabled until next meeting.
Hiring a professional weed control company- Tabled until next meeting.
End of Meeting Comments or Concerns- Dottie Messinio made a comment to the town board members about setting aside personal issues and that they work for the Town of Oelrichs.
ADJOURNMENT: J. Messinio made a motion to adjourn the meeting at 7:58 p.m. and J. Hamar 2nd the motion; motion carried.
