City of Edgemont Common Council
Regular Meeting
February 21, 2023
CALL TO ORDER – ROLL CALL: Mayor, Carla Schepler, called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on February 21, 2023, at Edgemont City Hall. Present were Council members, David Levey, Jarrell Rola, Carl Shaw, Dennis Tubb and Brent White.
Pledge of Allegiance was stated.
CONFLICT OF INTEREST FOR COUNCIL MEMBERS: None were heard.
APPROVAL OF AGENDA: Carl Shaw made a motion to approve the February 21, 2023 agenda. Motion seconded by Dennis Tubb. Motion carried with unanimous vote.
APPROVAL OF MINUTES: Carl Shaw made a motion to approve the February 7, 2023 minutes. Motion was seconded by David Levey. Motion carried with unanimous vote.
COMMITTEE REPORTS:

PUBLIC COMMENT: Sam Simons commented on the discussion concerning fees. He wanted to know why they wanted to “jack them up so high”? Council explained that we need to cover expenses with those fees.
Dick Owens wanted to know if a Code Enforcement Officer or Animal Control Officer has been hired yet and what are the rules are for having a kennel license, especially when it comes to barking. Lance Russell informed him that it would be in violation of the Noise Ordinance and is considered a Class 2 Misdemeanor and could be handled in that manner.
APPROVAL OF CLAIMS: Carl Shaw made a motion to approve the February 21, 2023 claims totaling $16,060.96. Motion seconded by Brent White. Motion carried with unanimous roll call vote.
Feb 8-21, 2023 Salaries: Mayor 400.00, Administration 1890.26, Streets 1737.68, Airport 20.53, Cemetery 8.20, Park 202.56, Library 1058.27, Water 3211.54, Sewer 932.30, Garbage 746.15. Total Salaries: $10,207.49.
Feb 8-21, 2023 Expenditures: Amazon 441.32 supplies, Aflac 160.13 medical allowance, Carla Schepler 59.55 reimbursement for meals, EFTPS 4231.40 payroll liab., Emedco 359.30 supplies, Joe Koller 119.28 boot allowance, Kyle Kaiser 68.04 travel, Rancher’s Feed 396.18 supplies, SDRS 1933.32. Total expenditures: $7,768.25.
OLD BUSINESS: No old business was heard.
NEW BUSINESS:
RESCIND MOTION FOR KENNEL LICENSE: Dennis Tubb made a motion to rescind the Kennel License application for Michael & Dianna Johnson until all of the ordinances are followed. Motion seconded by Brent White. Motion carried with unanimous roll call vote.
SAM SIMONS – REVIEW OF ORDINANCES: Sam Simons spoke to council concerning kennel license, curb & gutter and fencing ordinances.
STACIE HARTER - RESIGNATION: Dennis Tubb begrudgingly made a motion to accept Stacie Harter’s resignation. Motion seconded by David Levey. Motion carried with unanimous vote.
ADVERTISE FOR LIBRARIAN POSITION: Carl Shaw made a motion to advertise for the Librarian position in the FR County Herald Star for 4 weeks. Motion was seconded by David Levey. Motion carried with unanimous vote.
DISTRICT 9 ANNUAL MEETING: Carl Shaw made a motion to pay for council, mayor and spouses registration fees for the District 9 Annual Meeting. Motion was seconded by Dennis Tubb. Motion carried with unanimous vote.
2023 MUNICIPAL ELECTION BOARD APPROVAL: Carl Shaw made a motion to approve the 2023 Municipal Election Board with Kathy Corbett, Linda Kluender, Lois Stewart, Echo Brosmire and Judy Porter. Motion was seconded by David Levey. Motion carried with unanimous vote.
ADJOURNMENT: Carl Shaw made a motion to adjourn @ 7:56 p.m. Motion was seconded by David Levey. Motion carried with unanimous vote.
The next regular City Council meeting will be held March 7, 2023 at 7:00 p.m.
