Regular Board Meeting
January 9, 2023
Call to Order: The Board of Education of the Oelrichs School District 23-3 met in regular session on January 9, 2023, in the library. The meeting was called to order by Dave Osmotherly, Board President, at 5:00 p.m.
Pledge of Allegiance
Roll Call: Members Present: John Cope, Katie Merdanian, Dave Osmotherly, Marty Schommer, and Lance Tlustos.
Administration Present: Dr. Mitchell Stone, Principal Peterson, Business Manager Sword, and Activities Director Knutson.
MOTION by Tlustos, second Merdanian, to approve December 12, 2022 amended meeting minutes. Motion carried.
MOTION by Cope, second Tlustos, to approve the amended agenda, adding 3.3 Rental Properties. Motion carried.
*All actions recorded in these minutes were by unanimous vote unless otherwise noted.
Public Participation: No participation
Old Business: High School Construction - Dr. Stone informed the board of the work that was completed/not completed over the Christmas break. Richard from Master Flooring will be inspecting the floor on Tuesday, January 10 to provide his expertise to the school. The inspector from MFMA will be arriving on Friday January 13 to inspect the work that was completed and determine if H2I has provided an acceptable product. Other construction items addressed over the break include the furnace system and insulation. Stone and Sword will contact MPC to seek their professional assistance on options available to improve the heating system in the high school. Dr. Stone informed the board about vandalism that was done to a bus. He recommends increasing the number of security cameras to include outside coverage, he will be in contact with Golden West to request a quote.
Elementary Roof - no action
Rental Property - Les Cope is interested in renting the superintendent’s house. He would be interesting in purchasing the teacher house or lots owned by the school. Dr. Stone will contact an appraiser to get more information for the board to make a decision.  
Reports: Board Reports - Merdanian shared information about Communities that Care group that she is involved with. The purpose of the group is to encourage positive changes in the community and youth. She has attended training to better support the goals of the organization. She also attended Black Hills Special Services December meeting by zoom. Their Christmas party was canceled due to weather.
Administration Reports - Activities Director Knutson provided an update about the sports program and the goals for future growth, including summer camps. Basketball players are working hard to maintain their grades for eligibility and developing strong team building skills. Knutson acknowledged the basketball schedule and has started working with other schools to increase home games for next season. Dr. Stone thanked board members for assisting with the construction issues and appreciates their expertise. The Impact Aid application is open and work will begin for submission before the end of the month. Principal Peterson reported that Friday the 13th is the end of the semester. She has been working on schedules for high school students. She also expressed concerns about the missed days of school due to weather conditions and will be monitoring the situation and the possible need to make up hours.
Financials: MOTION by Cope, second Merdanian, to accept the unaudited financial reports and pay all invoiced claims. Motion carried.

Contracts: Osmotherly will reach the end of his snow removal contract in four hours. The district will publish an invitation to bid for snow removal in the paper for two weeks.
Open Enrollment: MOTION by Cope, second Tlustos to accept enrollment for student #50. Motion carried.
Personnel: No action taken.
Adjournment: MOTION by Tlustos, second Schommer to adjourn the meeting at 6:26 p.m. Motion carried.
