Regular Board Meeting
December 12, 2022
Call to Order: The Board of Education of the Oelrichs School District 23-3 met in regular session on December 12, 2022, in the high school. The meeting was called to order by Dave Osmotherly, Board President, at 5:00 p.m.
Pledge of Allegiance
Roll Call: Members Present: John Cope, Katie Merdanian, Dave Osmotherly, Marty Schommer, and Lance Tlustos.
Administration Present: Dr. Mitchell Stone, Principal Peterson, and Business Manager Sword
MOTION by Cope, second Merdanian, to approve November 14, 2022 with corrections and November 29, 2022 meeting minutes. Motion carried.
MOTION by Tlustos, second Cope, to approve the amended agenda, adding 6.1 Rental Properties. Motion carried.
*All actions recorded in these minutes were by unanimous vote unless otherwise noted.

Elementary Roof no action
Reports: Board Reports: Merdanian is involved in a work group with community that cares. Cope asked about getting banners for the seniors to hang in the gym and give to the students when they graduate. Peterson will get more information on ordering the banners.
Administration Reports: Dr. Stone reported that the Christmas program was the best to date, Mrs. Stephens and elementary staff did an excellent job. The Christmas party at the Red Rock River Resort was very enjoyable and the staff reported they were thankful to the board for the evening. LNI starts this week. The teams are staying in Rapid City the week to participate in all of the games. Peterson reported that the students worked hard to be eligible to attend LNI and to finish their work before the break. She also thanked the board for the staff Christmas party. Peterson thanked Cope for helping with the Santa part of the school Christmas party. She was proud of the students in the program. The only concerns were related to the sound system and attendees not being able to hear the program and questioned if acoustic tiles would help with the sound.
Financials: MOTION by Tlustos, second Schommer to approve $150 bonus checks for each staff member. Motion carried.
MOTION by Cope, second Merdanian, to accept the unaudited financial reports and pay all invoiced claims. Motion carried.

Reopening Plan: MOTION by Cope, second Merdanian to approve the unaltered school reopening plan as posted on the school webpage. Motion carried.
Rental Property: MOTION by Merdanian, second Tlustos to approve renting the teachers house to James Knutson for $300 per month with a $300 deposit. Motion carried.
MOTION by Schommer, second Tlustos to approve renting the Superintendents house and garage for $500 per month with a $500 deposit; renter is responsible for utilities. The lease agreement will run from August 1 – July 31. Staff will have priority to rent the property, making it available every school year. Cope abstained; motion carried.
Election Date: MOTION by Merdanian, second Cope to approve the school board election to be held on June 6, 2023. Motion carried.
Mileage: MOTION by Cope, second Tlustos to increase the mileage to the state rate of $.51 per mile. Motion carried.
Contracts : MOTION by Cope, second Schommer to approve Master Flooring to inspect the high school gym floor after the repairs are made not to exceed $3,200. Motion carried.
MOTION by Tlustos, second Merdanian to approve Sheryl Kirkeby as Student Council Sponsor $1103. Motion carried.
MOTION by Merdanian, second Cope to approve Cate Knutson as High School Boys Basketball Assistant Coach $2033. Motion carried.
MOTION by Schommer, second Merdanian to approve McKenzie Cope as High School Girls Basketball Assistant Coach $1575. Cope abstained due to conflict of interest. Motion carried.
MOTION by Cope, second Merdanian to approve Brittany Kneebone as Cheerleading Sponsor $1523. Motion carried.
Open Enrollment: MOTION by Cope, second Schommer to deny enrollment for student #48. Motion carried.
MOTION by Tlustos, second Merdanian to deny enrollment for student #49. Motion carried.
Personnel: MOTION by Cope, second Tlustos to schedule a grievance hearing at a special meeting to be held on January 10, 2023 at 4:00 p.m. Motion carried.
Executive Session: MOTION by Tlustos to go into executive session at 5:50pm for SDCL 1-25-2.1 employee matter. Returned to regular session at 5:57 p.m.
Not action taken.
Adjournment: MOTION by Tlustos, second Merdanian to adjourn the meeting at 5:57 p.m. Motion carried.
