November 1, 2022
Call To Order – Roll Call: Mayor, Carla Schepler, called the regular meeting of the Edgemont Common Council to order at 7:00 P.M. on November 1, 2022, at Edgemont City Hall. Present were Council members, David Levey, Jarrell Rola, Carl Shaw, Dennis Tubb and Brent White.
Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: Jarrell Rola stated a conflict with Item 7 a. – YesWay #1174 Retail & Package Liquor License Renewal.
Approval Of Agenda: David Levey made a motion to approve the November 1, 2022 agenda with changes. #4 Approval of Agenda date changed to November 1, 2022 and to add 7 e. Dollar General Package Liquor License Renewal. Motion seconded by Dennis Tubb. Motion carried with unanimous vote.
Approval Of Minutes: Brent White made a motion to approve the October 18, 2022 minutes. Motion was seconded by David Levey. Motion carried with unanimous vote.

Mayor’s Report – Carla Schepler reported approximately 80 Trick or Treaters visited City Hall and Library on Friday for BooNess.
Public Comment: Lyle Rudloff gave the Council a rundown of the Museum’s season this year. Approximately 570 sign-ins, everything is put back together after the water damage, remodeling of the bathrooms has been completed and he wanted to that the City for the help and support that they have provided.
Approval Of Claims: Carl Shaw made a motion to approve the November 1, 2022 claims totaling $42,605.94. Motion seconded by Dennis Tubb. Motion carried with unanimous roll call vote.
Oct 18-31, 2022 Salaries: Mayor 400.00, Administration 1835.20, Fire Dept 37.79, Streets 2127.36, Cemetery 286.94, Park 103.44, Library 1075.28, Museum 17.40, Water 776.62, Sewer 212.06, Garbage 548.29. Total Salaries: $7,420.38.

Larry Solberg – Variance: Brent White made a motion to table this item until further information is provided. Motion seconded by David Levey. Motion carried with unanimous vote.
Liquor License Renewals:
Yesway #1174 – Retail & Package Liquor: Brent White made a motion to approve the retail and package liquor license renewals for YesWay #1174. Motion seconded by Dennis Tubb. Motion carried with unanimous roll call vote.
Victory Steakhouse – Retail Liquor: Carl Shaw made a motion to approve the retail liquor license renewal for the Victory Steakhouse. Motion seconded by Brent White. Motion carried with unanimous roll call vote.
Igloo Bar – Retail & Package Liquor: Dennis Tubb made a motion to approve the retail and package liquor license renewals for the Igloo Bar contingent upon paid real estate taxes. Motion seconded by David Levey. Motion carried with unanimous roll call vote.
Hat Creek Grill – Restaurant Liquor: David Levey made a motion to approve the restaurant liquor license renewal for the Hat Creek Grill contingent upon paid real estate taxes. Motion seconded by David Levey. Motion carried with unanimous roll call vote.
Dollar General – Retail Wine & Cider: Carl Shaw made a motion to approve the retail wine & cider license renewal for the Dollar General. Motion seconded by Brent White. Motion carried with unanimous roll call vote.

Brent White made a motion to approve the Mayor’s Committee Appointments. Motion seconded by Dennis Tubb. Motion carried with unanimous vote.
Resolution 2022-11-1 – Custer-Fall River Landfill: Brent White made a motion to approve Resolution 2022-11-1 – Custer-Fall River Landfill as read. Motion seconded by David Levey. Motion carried with unanimous roll call vote.
Resolution 2022-11-1
A RESOLUTION DESIGNATING THE APPOINTMENT OF A CITY OF EDGEMONT ALDERMAN TO THE CUSTER-FALL RIVER REGIONAL WASTE MANAGEMENT BOARD OF COMMISSIONERS
WHEREAS, the bylaws of the Custer-Fall River Regional Waste Management District – Article III, Section 3.04 – membership requirements are such that representative Board Members must be an elected official of the governing body, and,
WHEREAS, the same bylaws require such appointment to be made by resolution of the participating entity, and,
WHEREAS, the City of Edgemont recognizes the requirements of the District, and deems it appropriate to appoint Ward 2 Alderman, Carl Shaw, as our representative on the Board.
BE IT THEREFORE RESOLVED, by the governing body of the City of Edgemont that Ward 2 Alderman Carl Shaw, is hereby appointed as the authorized City of Edgemont Representative on the Custer-Fall River Regional Waste Management Board of Commissioners and that he is further authorized and empowered to do all things necessary in connection with said appointment.

TRUGREEN PARK CONTRACT: Dennis Tubb made a motion to approve the TruGreen Park Contract for four (4) applications: Late Spring, Early Summer, Late Summer and Early Fall. Motion seconded by Brent White. Motion carried with unanimous roll call vote.
WRT CONTRACT: Carl Shaw made a motion to approve the contract renewal with WRT and to have the Mayor sign. Motion seconded by David Levey. Motion carried with unanimous roll call vote.
FALL RIVER COUNTY LAW ENFORCEMENT CONTRACT: Brent White made a motion to approve the 2023 Fall River County Law Enforcement Contract as written. Motion seconded by David Levey. Motion carried with unanimous roll call vote.
ADJOURNMENT: David Levey made a motion to adjourn @ 7:41pm. Motion was seconded by Dennis Tubb. Motion carried with unanimous vote.
The next regular City Council meeting will be held November 15, 2022 at 7:00 p.m.
