Regular Board Meeting, June 20, 2022
Call to Order: The Board of Education of the Oelrichs School District 23-3 met in regular session on June 20, 2022, in the school library. The meeting was called to order by Dave Osmotherly, Board President, at 5:00 p.m.
Pledge of Allegiance
Roll Call: Members Present: John Cope, Jennifer Her Many Horses, Dave Osmotherly, and Lance Tlustos.
Members Absent: Vince Logue
Administration present: Dr. Mitchell Stone, Principal Peterson, and Business Manager Sword.
Motion by Cope, second Tlustos, to approve May 9, 2022, and June 7, 2022 meeting minutes. Motion carried.
Motion by Tlustos, second Cope, to approve the amended agenda adding 3.1 22-23 School Calendar. Motion carried.

Public Participation: No public participation
Town of Oelrichs: Joe Messinio, Mayor of Oelrichs, requested funds to assist with the cost of road repair. He submitted a request for $2,880 to cover HWY385 to Main on 7th Street and HWY 385 to Walnut on 8th Street. No action was taken.
2022-2023 School Calendar: Motion by Cope, seconded Her Many Horses to approve the school calendar. Motion carried.
Old Business: Teacher House - 960 Elm Street: Motion by Tlustos, seconded Her Many Horses to approve the proposals prepared by Pourier Drywall & Painting for $382.50 and by Morfords for $3,177.99 for floor covering. Motion carried.
Superintendent House: Motion by Her Many Horses, seconded Tlustos to approve the proposals by Pourier Drywall & Painting for $7,742 to repaint entire inside with 2 coats and the proposal by Morford’s for $7,804.94 all flooring including installation. Motion carried.
High School Construction: The report from the floor inspector should be completed within the next few weeks. Jake from Scull inspected the roof finding concerns with insulation and condensation; repair is covered under the warranty.
Reports: Administration Reports: Dr. Stone informed the board that the Indian Education 22-23 grant has been certified and approved. The consolidated application and Reap will be completed this week. Dr. Stone presented the annual comprehensive plan. Motion Tlustos, second Cope to approve the 2022-2023 comprehensive plan as presented. Motion carried. Dr. Stone acknowledged Peterson’s hard work on the end of the school year report that was due June 10. Brittany Kneebone assisted with managing the 4-week summer enrichment program, stating it was the best to date with 45 students enrolled. The credit recover portion was also a huge success with 17 students gaining credits they were missing from prior years. For the summer, several staff will be assisting with organizing the library. In the future Dr. Stone would like to seek out grants to assist with paving the high school drive.
Peterson has been working on 22-23 schedules. Currently one teacher is working to get certified to teach Family and Consumer Science (FACS) and would like to add that class next year. Peterson helped deep clean the elementary school kitchen with the possibility to be used as the FACS classroom. Peterson has had contact with a potential bus driver for next school term.
Financials: Sword presented claims and monthly financial reports. Motion by Tlustos, second Her Many Horses, to accept the unaudited financial reports and pay all invoiced claims. Motion carried.

Elementary Roof Bids: No bids were received to date. Motion by Her Many Horses, second Cope to extend the deadline for elementary roof bids to 12:00pm on July 11, 2022. Motion carried.
Canvas Election Results: Motion by Cope, second Tlustos to canvas the results of the June 7th, 2022, school board election held in conjunction with Fall River County. As of the registration deadline, there were 306 registered voters in Oelrichs School District. Of the registered voters, 126 voted in the school board election, representing 41%. Her Many Horses abstained, motion carried.
ARP ESSER ASSURANCE – Safe Return Plan: Dr. Stone reviewed the safe return plan with the board. Motion by Cope, second Tlustos to continue with the plan as it is currently written. Motion carried.
Associated School Board – Property & Liability Renewal: Motion by Tlustos, second Her Many Horses to adopt, approve and ratify the ASB Property and Liability Trust Fund Participation Agreement. Motion carried.
Amend FY 22 Budget: Motion Her Many Horses, second Cope to approve the amended budget adding ESSER funds $359,547 to the General Account and $51,547 to Capital Outlay. Food Service budget increased $2,500 with Supply Chain Relief funds. Motion carried.
2nd Draft for Review: FY2023 Budget Proposal
Contracts: Motion by Tlustos, second Cope to approve Baylie Her Many Horses, Custodian at $15.00 per hour.
Her Many Horses abstained, motion carried.
Motion by Cope, second Tlustos to approve Darla Elshire as Transportation Director at $8,400 per year. Motion carried.
Motion by Tlustos, second Cope to approve Masha Fehr, summer custodian at $15.00 per hour. Motion carried.
Motion by Her Many Horses, second Tlustos to approve Black Hills Pediatric contractors’ agreement for school year 2022-2023 hourly rate $92 per hour. Motion carried.
Motion by Cope, second Her Many Horses to approve the Summer Enrichment Contract Agreement with Rock Solid Consulting for $25 per hour. Motion carried.
Motion Tlustos, second Her Many Horses to approve the agreement with Red Stone Education Group for the term July 1, 2022 until June 30, 2024 for $105,779.79. Motion carried.
Personnel: Motion by Her Many Horses, second Tlustos to approve the sabbatical request submitted by Bufff Tewahade for the period of January – April 2023. Cope opposed; motion carried.
Motion by Cope, second Her Many Horses to approve the following lane changes:
Brittany Kneebone at $48,022.64 and Katie Frieden at $47,053. Motion carried.
Motion by Cope, second Tlustos to approve hiring Joseph Evans-Dryden for the welding teaching position for $41,284. Motion carried.
Executive Session: Motion by Tlustos, second Her Many Horses to go in and out of executive session SDCL 1-25-2.1 at 6:20 pm. The meeting resumed open status at 6:24 pm.
Motion by Her Many Horses, second Cope to approve the contract with James Knutson for $45,000. Motion carried.
Adjournment: Motion by Cope, second Tlustos to adjourn the meeting at 6:37 p.m. Motion carried.
