Council Updates: Peggy Exum-Hot Springs Public Library, Library Director provided the Council with a quarterly update. The library has over 26,000 materials and had 33,000 check outs they have 3300 card holders and serve between 100-200 people daily. They have 15 public computers and had over 800 Wi-Fi hits last year with the average session lasting 1.5 hours.

Full time employees-Beginning wage is typically 80% of the wage scale, and wages increase each anniversary, to 86%, 91%, 95%, 98% and 100% at the end of each of the first five years respectively. Part time and seasonal positions receive an increase of .25¢ per hour each year for up to a maximum of four years.

BE IT RESOLVED by the City Council of the City of Hot Springs, South Dakota, a Municipality of the State of South Dakota, that First Interstate Bank, and Wells Fargo Bank, located in Hot Springs, South Dakota, and Bank of the West and the South Dakota Public Funds Investment Trust (SD FIT) are hereby designated as depositories for the municipal funds of the City of Hot Springs, South Dakota.
BE IT FURTHER RESOLVED by the City Council of the City of Hot Springs, South Dakota, a municipality of the State of South Dakota, that the Fall River County Herald Star is named the official newspaper of the City.

AMEND CITY WIDE FEE RESOLUTION
SOUTHERN HILLS GOLF COURSE REMOVAL OF
PACKAGE USER FEES
WHEREAS, the City of Hot Springs provides numerous services and enforces several requirements which are supported financially by various fees and charges as allowed by South Dakota Codified Law and City Ordinances; and
WHEREAS, the City of Hot Springs, pursuant to SDCL §9-19-3 may amend and revise ordinances as may be necessary; and
WHEREAS, the City Council, under the advisement and recommendations of the SHGC Superintendent and the Advisory Board, wishes to remove the special pricing for range pass with purchase or season pass and the four packages fees listed below, and
WHEREAS, the City of Hot Springs has previously adopted a comprehensive City wide fee schedule that will now be updated to reflect the changes to the fees as provided in the table below;

Finance Officer Report: Reviewed financial reports provided thru 12/29/21 and standards and basis for city accounting and timeline for year-end reporting. Discussed payment of approved 2022 donations & support payments to outside organizations, reviewed redistricting steps, reminded council of upcoming municipal government day at the Legislature, discussed new agreement for drug & alcohol testing administration program services from Sanford,  reviewed next steps for 2021 Martin Street Sewer & Water Improvement special assessment, discussed updated SDPAA intergovernmental contract that will be on next agenda for approval and reminded public that next meeting will be on Tuesday the 18th due to the Martin Luther King Jr. holiday
City Administrator Report: Will be completing hours of operation/labor review for EPMS and starting back up with City weekly articles in the newspaper to update community on projects happening in the City.
