Regular Meeting
December 21, 2021
Call To Order – Roll Call: Mayor, Carla Schepler, called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on December 21, 2021, at Edgemont City Hall. Present were Council members, Roger Horton, Cindy Millburn, Brent White and Lorie Wieser. Jason Shook was absent.
Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: Cindy Millburn stated a conflict with item #6 – Employee Raises.
Approval Of Agenda: Lorie Wieser made a motion to approve the December 21, 2021 agenda with the removal of Item #18 – Approve purchase of Vac Trailer. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Approval Of Minutes: Lorie Wieser made a motion to approve the December 7, 2021 minutes. Motion was seconded by Roger Horton. Motion passed with unanimous vote.

Council Comment: Cindy Millburn wanted to thank the public for attending the meetings and voicing their opinions.
Public Comment: Gail Bethel told Cindy Millburn she was welcome.
Approval Of Claims: Lorie Wieser made a motion to approve the December 21, 2021 claims totaling $38,867.72. Motion seconded by Cindy Millburn. Motion carried with unanimous roll call vote.
Dec 7-21, 2021 Salaries: Administration 3403.82, Streets 1692.17, Library 1142.51, Water 1684.86, Sewer 305.83, Garbage 141.35. Total Salaries: $8,370.54.
Dec 7-21, 2021 Expenditures: Intuit 27.69 updates, City of Edgemont 503.18 utility allowance, Barker Concrete 500.00 sander box, BH Energy 4505.83 electric, Century Business 201.04 lease, Computer Repair 3319.98 computers, Culligan 20.50 supplies, FR Co. Herald Star 373.74 publishing, Hi-D-Way 2824.32 propane/fuel, Hawkins 494.45 supplies, MidContinent Labs 20.00 prof fees, Pheasantland Industries 171.29 supplies, Rancher’s Feed 1225.98 supplies, Sander Sanitation 4920.48 garbage, SD DANR 750.00 prof fees, SDML 1331.52 prof fees, SDML Worker’s Comp 6127.00 insurance, SD One Call 45.92 prof fees, SDRS 1996.14 retirement, Amazon 138.12 supplies, Thomas McMillan 1000.00 prof fees. Executive Session Per Sdcl 1-25-2 (1,3&4) Personnel/Litigation/Contracts: Lorie Wieser made a motion to enter into Executive Session at 7:38 p.m. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Return to Regular meeting at 8:44 p.m.
No action was taken.
Old Business:
Employee Raises For 2022: Lorie Wieser made a motion to give the Public Works Crew and Finance a $2.00 per hour raise, Librarian increase to $14.76 and Assistant Librarian to $14.24. Motion seconded by Roger Horton. Motion passed with roll call vote. Horton – aye, Millburn – abstain, White – nay, Wieser – aye.
Ordinance Amending Chapter 22 – Chickens – 2Nd Reading: Brent White made a motion to approve the Ordinance amending Chapter 22, Chickens, Ducks & Quail.
New Business:
Letter Of Intent – Ward I: David Levey read his letter to the Council.
Appoint Ward I Alderman: Mayor Schepler appointed David Levey as Ward I Alderman.
Brent White made a motion to approve the Mayors’ appointment of David Levey. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Oath Of Office: Mayor Schepler administered the oath of office to David Levey.
Nuisance Property – George Eberle: The Code Enforcement Committee discussed this earlier with the Council and they will be contacting the people involved.
Fireworks – Frank Panek: Failed due to lack of motion.
Approval Of Library Sub – Stacie Harter: Lorie Wieser made a motion to approve Brianna Aldrich as a substitute for the Library at $10.00 per hour. Motion was seconded by Roger Horton. Motion passed with unanimous roll call vote.
Approval Library Board Of Trustee – Stacie Harter: Lorie Wieser made a motion to approve Thomas Harsh for the Library Board of Trustees. Motion was seconded by Cindy Millburn. Motion passed with unanimous vote.
Approve Refusal Of Tax Deed Property #10: Lorie Wieser made a motion to approve the refusal of Tax Deed Property #10. Motion was seconded by Cindy Millburn. Motion passed with unanimous roll call vote.
Advertise For Sealed Bids For Tax Deed Property #10: Lorie Wieser made a motion to advertise for two weeks for Tax Deed Property #10 with a minimum bid of $1500.00 to be opened at the January 18, 2022 meeting. Motion was seconded by Brent White. Motion passed with unanimous roll call vote.
Approve Dakota Pump Inc Quote For Lift Station Pump: Brent White made a motion to approve quote of $14325.00 for a new lift station pump from Dakota Pump Inc. Motion was seconded by Cindy Millburn. Motion passed with unanimous roll call vote.
Resolution 2021-12-21 – Supplemental Transfers – Year End: Lorie Wieser made a motion to approve Resolution 2021-12-21 as read. Motion was seconded by Cindy Millburn. Motion passed with unanimous roll call vote.
Adjournment: Lorie Wieser made a motion to adjourn at 9:23 p.m. Motion was seconded by David Levey. Motion carried with unanimous vote.
The next regular City Council meeting will be held January 4, 2022 at 7:00 p.m.
