Call To Order – Roll Call: Mayor, Carla Schepler, called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on November 16, 2021, at Edgemont City Hall. Present were Council members, Bill Bethel, Roger Horton, Cindy Millburn, Jason Shook, Brent White and Lorie Wieser.
Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: No conflicts were heard.
Approval Of Agenda: Jason Shook made a motion to approve the November 16, 2021 agenda. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Approval Of Minutes: Roger Horton made a motion to approve the November 2, 2021 minutes. Motion was seconded by Jason Shook. Motion passed with unanimous vote.

Council Comment: Lorie Wieser asked what the Council thought about having a Christmas party and to remind everyone about the upcoming auction on December 4, 2021 at 10:00 a.m.
Public Comment: Lisa Pawlowski
Teresa Straub wanted to let the Council know that she was going ahead with the plans for the hot springs that Cad Waite and John Hames discussed at the last meeting.
Approval Of Claims: Lorie Wieser made a motion to approve the November 16, 2021 claims totaling $33,529.10. Motion seconded by Cindy Millburn. Motion carried with unanimous roll call vote.
Nov 2-15, 2021 Salaries: Administration 1701.91, Streets 1866.52, Cemetery 9.40, Park 57.10, Library 1042.53, Water 1977.03, Sewer 441.53, Garbage 272.67. Total Salaries: $7,368.69.

Cannabis Applications: Jason Shook made a motion to approve the cannabis applications presented. Motion seconded by Lorie Wieser. Motion passed with unanimous vote.
Surplus Reservoir Tract: Lorie Wieser stated that the Council was not interested in surplussing this property.
Surplus Property (Equipment): Jason Shook made a motion to surplus the equipment listed below. Motion was seconded by Bill Bethel. Motion carried with unanimous roll call vote.

Bid Letting for 601 4th Ave: Jason Shook made a motion to table this item until we had a deed in the City’s name. Motion seconded by Roger Horton. Motion passed with unanimous vote.
Water Dock Pricing: Lorie Wieser made a motion to charge $.75 per 150 gallons of water from both docks. Motion was seconded by Jason Shook. Motion passed with unanimous vote.
Committee Appointments: Jason Shook made a motion to approve the Mayor’s committee appointments as read. Motion seconded by Cindy Millburn. Motion passed with roll call vote. Bethel – nay, Horton – aye, Millburn – aye, Shook – aye, White – aye, Wieser – aye.
Code Of Ethics & Protocols: The Council read the City of Edgemont Code of Ethics & Protocols
Executive Session Per Sdcl 1-25-2 (1,3&4) Personnel/Litigation/Contracts: Lorie Wieser made a motion to enter into Executive Session at 8:38 p.m. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Return to Regular meeting at 9:22 p.m.
Action taken: Cindy Millburn made a motion to remove Troy Reagan, due to a conflict of interest, from the Library Board as recommended by the State Librarian. Motion was seconded by Jason Shook. Motion passed with unanimous roll call vote.
Jason Shook made a motion to amend the November 2, 2021 minutes to reflect the veto by the Mayor for changing the day of observation of Veteran’s Day to November 12, 2021. Motion was seconded by Bill Bethel. Motion passed with unanimous vote.
Adjournment: Jason Shook made a motion to adjourn at 9:24 p.m. Motion was seconded by Bill Bethel. Motion carried with unanimous vote.
The next regular City Council meeting will be held December 7, 2021 at 7:00 p.m.
