Regular Meeting
November 2, 2021
Call To Order – Roll Call: Mayor, Carla Schepler, called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on November 2, 2021, at Edgemont City Hall. Present were Council members, Bill Bethel, Roger Horton, Cindy Millburn, Jason Shook, Brent White and Lorie Wieser.
Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: No conflicts were heard.
Approval Of Agenda: Lorie Wieser made a motion to approve the November 2, 2021 agenda with the addition of the Edgemont Volunteer Fire Dept to old business. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Approval Of Minutes: Jason Shook made a motion to approve the October 19, 2021 minutes. Motion was seconded by Roger Horton. Motion passed with unanimous vote.

Mayor’s Report – Carla Schepler
Council Comment: Roger Horton wanted to make a comment on how the Pledge of Allegiance is said. He also wanted to explain that Public Comment was just being able to make a comment, not to just throw things at the Council and we should be able to get more things done that way.
Public Comment: No public comment was heard.
Approval Of Claims: Lorie Wieser made a motion to approve the November 2, 2021 claims totaling $35,399.08. Motion seconded by Roger Horton. Motion carried with unanimous roll call vote.
Oct 19-Nov 1, 2021 Salaries: Mayor 400.00, Council 240.00, Administration 1701.91, Streets 1717.90, Cemetery 277.53, Museum 37.61, Park 53.47, Library 1180.43, Water 1938.47, Sewer 592.65, Garbage 44.04. Total Salaries: $8,184.01.
Oct 19-Nov 1, 2021 Expenditures: Aflac 372.06 medical allowance, eBay 286.64 supplies, EFTPS 4296.52 payroll liab., Global Industrial 92.54 supplies, ePath 532.34 sales tax, USPS 176.40 supplies, SDRS 1820.60 retirement, IUOE Local 49 3983.00 insurance/dues, Badger Meter 27.60 prof fees, Custer-Fall River Landfill 353.97 landfill fees, FR County 9583.33 law enforcement, Golden West 651.22 telephones, Kyle Kaiser 450.00 ACO, MidContinent Labs 285.00 testing, Riteway Business Forms 274.61 supplies, SD One Call 36.96 prof fees, Verizon 123.95 cell phones, WRT 3868.33 prof fees. Old Business:
Shedco – Andrea Powers: Andrea Powers asked if the Council would consider placing stipulations & conditions for the properties to be sold at auction on December 4, 2021? She offered her services to the Council to help if needed.
Cannabis Applications: Lorie Wieser made a motion to table until the next meeting. Motion seconded by Bill Bether. Motion passed with unanimous vote.
Kennel License - Aislinn Overholt: Lorie Wieser made a motion to remove this item from Old Business until Aislinn Overholt could attend a meeting and bring the application. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Edgemont Fire Dept: Dustin Aldrich had a discussion with the Council concerning the Fire Dept. More meetings will be held to keep everyone up to date.
New Business:
New Years Eve Fireworks Celebration - Cad Waite: Bill Bethel made a motion to approve the New Years Eve Celebration with the contingency of providing liability of insurance and contacting the Fire Department.
Spa Development – Cad Waite: Cad Waite and John Hames presented their idea to start up a spa across from the Park and using the well that feeds the pond as a water source. Jason Shook made a motion to allow John Hames and Cad Waite to take a water test from the City Park well to continue with their feasibility study. Motion seconded by Lorie Wieser. Motion passed with unanimous roll call vote.
Surplus Reservoir Tract – Dwaine Whitney: Lorie Wieser made a motion to table this item for further review. Motion was seconded by Bill Bethel. Motion carried with unanimous vote.
Committee Appointments: Jason Shook made a motion to approve the Mayor’s committee appointments as read. Motion seconded by Roger Horton. Motion passed with unanimous vote.
Lift Station Repairs: Lorie Wieser made a motion to approve the purchase of a sewer impeller for the lift station up to $5000.00. Motion seconded by Jason Shook. Motion passed with unanimous roll call vote.     
Dianna Johnson – End Of 90 Day Probation: Lorie Wieser made a motion to approve Dianna Johnson’s wage increase to $12.00 per hour. Motion seconded by Roger Horton. Motion passed with unanimous roll call vote.
Veteran’s Day Observed: Lorie Wieser made a motion to approve the observance of Veteran’s Day on November 12, 2021 instead of the 11th to allow a three-day weekend. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Executive Session Per Sdcl 1-25-2 (1,3&4) Personnel/Litigation/Contracts: Jason Shook made a motion to enter into Executive Session at 8:59 p.m. Motion seconded by Lorie Wieser. Motion passed with unanimous vote.
Return to Regular meeting at 9:37 p.m.
No action was taken.
Adjournment: Jason Shook made a motion to adjourn at 9:38 p.m. Motion was seconded by Brent White. Motion carried with unanimous vote.
The next regular City Council meeting will be held November 16, 2021 at 7:00 p.m.
