September 7, 2021
Call To Order – Roll Call: Mayor, Carla Schepler, called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on September 7, 2021, at Edgemont City Hall. Present were Council members, Bill Bethel, Roger Horton, Cindy Millburn, Lorie Wieser and Jason Shook. Bob Worden was absent.
Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: No conflicts were heard.
Approval Of Agenda: Lorie Wieser made a motion to approve the September 7, 2021 agenda with interchanging Items 8a & 8d. Motion seconded by Cindy Millburn. Motion passed with unanimous vote.
Approval Of Minutes: Roger Horton made a motion to approve the August 17, 2021 minutes. Motion was seconded by Lorie Wieser. Motion passed with unanimous vote.

Public Comment: Christina Heisler discussed the Fall Festival on September 25, 2021 and requested closing 2nd Avenue as usual. Council said that it would be on the next agenda.
Approval Of Claims: Jason Shook made a motion to approve the September 7, 2021 claims totaling $53,094.58. Motion seconded by Cindy Millburn. Motion carried with unanimous roll call vote.

Frank Maynard – Pdm & Leop Discussion: Frank Maynard discussed the Pre-Disaster Mitigation Plan will be active for 5 years (2025). He also discussed that he would be sending out information for grant opportunities in the near future. He also discussed the
Local Emergency Operations Plan. This is a need-to-know document that is not to be shared or published.
Cactus Hills Bid Opening: Jason Shook made a motion to approve the bid from Dwaine Whitney for $70,112.00. Motion was seconded by Cindy Millburn. Motion carried with unanimous roll call vote.
Approval Of Iuoe Local 49 Union Contract: Bill Bethel made a motion to table until the next meeting. Motion was seconded by Cindy Millburn. Motion carried with unanimous vote.
Sewer Certification – Dane Hirschfeld: Lorie Wieser made a motion to approve Dane Hirschfeld to receive his sewer certification raise effective February 5, 2021. Motion was seconded by Cindy Millburn. Motion carried with unanimous vote.

Executive Session Per Sdcl 1-25-2 (1,3 & 4) Personnel/Litigation/Contracts: Jason Shook made a motion to enter into executive session at 8:17 p.m.
Return to regular meeting at 9:11 p.m.
Animal Control Officer: Jason Shook made a motion to approve Kyle Kaiser as the Animal Control Officer. Motion was seconded by Bill Bethel. Motion carried with unanimous vote.
Adjournment: Jason Shook made a motion to adjourn at 9:16 p.m. Motion was seconded by Roger Horton. Motion carried with unanimous vote.
The next regular City Council meeting will be held September 21, 2021 at approximately 7:00 p.m.
