Regular Meeting
June 1, 2021 - 7:00 p.m.
The regular meeting of the Town of Oelrichs was called to order by President J. Messinio at 7:00 p.m.
Allegiance to the flag was pledged.
Board Present: Joseph Messinio, Mike Carson, and Anita Cope
Staff Present: Doug Burdette, Valarie Graf, Susan Hamilton, and Roy Merdanian III
Guest Present: Lynn McLaughlin, Timi Kae Burdette, and Lori Slatterly
Note: State and CDC meeting and social distancing guidelines were followed.
Public Comment:
-Community Game Night w/potluck – June 19, 2021, at 5:00 – 8:00 p.m. in Community Center
-Bingo Night – June 26, 2021, at 6:00 – 8:00 p.m. in Community Center – Fundraiser for CC cleaning cupboard
-July 4th Parade and Picnic on JULY 3, 2021, starting at 11:00 a.m., Town Park – food, fun, and frivolity!!!
-Physical Address of Community Center/Fire Department – Due to some confusion, a call has been placed into Fall River Emergency Management Office to get the 911 address for the Oelrichs Community Center.
-The tree that will be decorated for Oelrichs Christmas festivities has been planted in Town Park. This beautiful tree was donated by Doug and Timi Burdette. Thank You!!!
-Lynn McLaughlin will be cooking and delivering Senior Meals for the Oelrichs area starting this month.
Approval of Agenda: A. Cope made a motion to approve the agenda with the additions to discuss potty potties for the Oelrichs 4th of July (July 3rd) festivities and new Oelrichs Community Center sign, seconded by M. Carson; motion carried.
Approval of Minutes: A motion was made by A. Cope to approve the May 11, 2021, minutes, seconded by M. Carson; motion carried.
New Business:
-Memorial Fireworks – Lori Slattery was given permission (contingent on current county fire bans and restrictions) to set off for a short time, a small number of fireworks during memorial for her sister, Lois Shedeen, the evening of June 12, 2021.
-Temporary Marijuana Ordinance (Chapter 16) and June 18, 2021, ordinance meeting with Town lawyer – This meeting will begin at 8 a.m. at the Oelrichs Community Center to specifically discuss and update current Town Ordinances; and to have the First reading on Temporary Ordinance regarding the issuance of local medical cannabis establishment permits and/or licenses.
-Rules and Procedures for Community Center Rental – A written set of rules and procedures will be given to the person(s) renting the Oelrichs Community Center to assure the building is left in the condition it was initially. It is to be noted, should the next renters (Town Board and/or private citizen) enter the facility and find it unacceptable, they are to contact a member of the Town Board who will then contact the previous renter asking for them to go back and clean properly. In the event they refuse, they will be put on a list to not be able to rent facility again.  
-Porta-Potty – J. Messinio made a motion the Town of Oelrich pay $200 for the rental of a porta-potty for use during the 4th of July festivities on July 3rd, M. Carson seconded; motion carried.
-New Oelrichs Community Center Sign – Thank you to Timi and Doug Burdette for donating the new sign for outside the Oelrichs Community Center, it is wonderful!!

General: Fall River County Herald Star, $42.91, Publications; Valarie Graf, $138.99, Reimburse for office desk/supplies; IRS - Department of Treasury, $104.67, Payment Penalty; Sue Hunt, $52.50, CC Cleaning Wages; Joseph Messinio, $424.81, 1st 1/2 2021 Wages; Anita Cope, $350.59, 1st 1/2 2021 Wages; Michael Carson, $369.04,1st 1/2 2021 Wages; Valarie Graf, $1,457.71, 1st 1/2 2021 Wages; Doug Burdette, $41.42, Assistant Road Superintendent Wages.
Motion was made by A. Cope to pay all claims, M. Carson seconded; motion carried.
Water Report: Water samples remain to come back good. A successful completion certificate was received for the SD Water Expo. DENR Report: We are finalizing the water improvement process. Budget was overspent but items purchased can be utilized later so will not return.
J. Messinio made a motion to purchase a gallon of red paint as a thank you to Timi and Doug Burdette for repainting the Town fire hydrants.
J. Messinio made a motion to accept the Water Report, A. Cope seconded; motion carried.
Public Works Report – D. Burdette made the necessary repairs to the signs in need around Town. Discussion was held regarding the need for new toilets in the Oelrichs Community Center and the purchasing of equipment that can be utilized as a road grader and snow plow with the proper attachments; R. Merdanian and D. Burdette will be researching both items to bring back information to the Board. As approved at previous meetings, R. Merdanian will purchase a propane heater for the new Water Building and heavy-duty snow shovels for Community Center as soon as seasonally available.
Motion was made by A. Cope to accept the Public Works Report will approval to purchase two new toilets for the Oelrichs Community Center, M. Carson seconded; motion carried.
Treasurer’s Report: Due to necessity to change June meeting date, statements were not available, they will be reported at next month’s regularly scheduled meeting.
Town Clerk’s Report: Town mail, correspondence, and Municipal Calendar were shared. Reminder that V. Graf will be attending the 2021 SDML Finance Officers Conference, June 9-11, 2021, in Pierre, SD.
A motion was made by A. Cope, seconded by M. Carson, to approve the Town Clerk’s Report; motion carried.
Old Business:
-2021 Malt Liquor License Application – OFFS, LLC – Motion was made by A. Cope, seconded by M. Carson, to not renew the Malt Liquor License application by OFFS, LLC, due to SD Codified Law 35-2-5.3, seconded by M. Carson; motion carried
-Community Center Office Desk/Locked File Cabinet Donation – V. Graf thanked all those involved in getting the “new” desk set up in the office and to thank The Ringstmeyer family for donating the locked file cabinet also being used in the office.  
-Wi-Fi in Community Center – for official use only – An appointment is being set up with a Golden West area manager to discuss economical options for wi-fi availability in the Community Center
DENR Report:
-Delinquent Water Bills –A motion was made by J. Messinio to shut off water to the building with the delinquent bill if not paid by June 10, 2021, seconded by A. Cope; motion carried. S. Hamilton will deliver a letter notifying them of the Board’s actions.

Executive Session: Town Board went into Executive Session at 8:05 p.m. to discuss personnel item; concluded at 8:22 p.m.
Adjournment: A. Cope made a motion to adjourn at 8:23 p.m., M. Carson seconded; motion carried.
A Special Meeting of the Oelrichs Town Board will be June 18, 2021, at 8:00 a.m. at the Oelrichs Community Center; this will be to discuss and update current Town Ordinances as well as the first reading of the Temporary Ordinance regarding the issuance of local medical cannabis establishment permits and/or licenses.
The next Regular Meeting of the Oelrichs Town Board will be July 13, 2021, at 7:00 p.m. at the Oelrichs Community Center.
