Regular Meeting
May 11, 2021 - 7:00 p.m.
The regular meeting of the Town of Oelrichs was called to order by President J. Messinio at 7:00 p.m.
Allegiance to the flag was pledged.
Board Present: Joseph Messinio, Mike Carson, and Anita Cope
Staff Present: Doug Burdette, Valarie Graf, Susan Hamilton, and Roy Merdanian III
Guest Present: Andrew Helgeson and Katie Merdanian
NOTE: State and CDC meeting and social distancing guidelines were followed.
Public Comment – Doug Burdette reported back on finding a solution to the acoustic problem in the Community Center, he suggested that the issue not be pursued at this time due to elevated cost of supplies. Mr. Burdette also reported on the status of purchasing a Christmas tree to be planted in the Town Park; there are a couple options still available – driving a distance to purchase a 7-9 ft. tree or wait and purchase from a local greenhouse when they become available. The new PO Box combination was given to those on the Board that require access. To inquire about availability and/or rental of the Oelrichs Community Center, please call 605-535-2082. Katie Merdanian asked if public comments or concerns could be placed on the agenda at the end of the meeting also in case something came up during the meeting that needed further discussion; these comments or concerns will be limited to three (3) minutes per person.
Approval of Agenda – A. Cope made a motion to approve the agenda, seconded by M. Carson; motion carried.
Approval of Minutes – A motion was made by A. Cope to approve the April 13, 2021, minutes, seconded by M. Carson; motion carried.
New Business:
-Change of June Meeting date due to Election and TC at FO Conference. A. Cope made a motion to move the June meeting to June 1, 2021, with the acknowledgement that no financial report would be given as statements would not be available at that early date, M. Carson seconded; motion carried.
-Andrew Helgerson – Town Property Inquiry – Mr. Helgerson approached the Town Board with inquiries regarding property currently owned by the Town that he would like to purchase. After discussion, it was decided the Board will get back to Mr. Helgerson after consulting with the Town’s lawyer.
-7:30 p.m. Malt Liquor License Applications. A motion was made by A. Cope, seconded by M. Carson, to renew the Malt Beverage license for The Black Hills Saloon with the prospect that soon clean-up (trash/tall grass/weeds/building supplies) would occur around the property; motion carried.
The renewal of the Malt Beverage license for OFF, Inc. was tabled until June meeting for further discussion and review of SD Codified Laws.
Pay Claims – GENERAL: Dave Osmotherly, $1,000.00, Snow Removal, SDML Finance Officers’ Assoc., $99.00, Conference Registration/Breakfast; Fall River County Herald Star, $343.63, Publications; Internal Revenue Service, $325.89, 1st Qtr. Taxes; JMM Services, LLC, $100.00, 1st Qtr. Payroll Report; SD Dept of Labor/Regs, $7.89,1st Qtr. Report; Stateline Conservation Services, $1,337.94, Blading and Road Base; Sue Hunt, $52.50, CC Cleaning Wages; Black Hills Electric Cooperative, $586.51, Town Electricity. WATER: Doug Burdette, $515.48, Assistant Water Superintendent Wages; Fall River Water User’s District, $1,089.24, Town Water Usage; Golden West Telecomm, $41.74, Water Building Phone; Roy Merdanian III, $776.46, Water Superintendent Wages; Black Hills Electric Cooperative, $102.53, Water Electric Bill; Town of Oelrichs, $1.00, Community Center Water Usage.
Motion was made by A. Cope to pay all claims, M. Carson seconded; motion carried.
Water Report – R. Merdanian III reported a couple of water leaks within the Town; they have been resolved. There was an operating glitch with the meter reader but has been fixed. Both R. Merdanian and D. Burdette attended the Water Expo in Rapid City last month; it was informative. DENR Update: May 18, 2021, is the proposed completion date of entire project, still working of using excess loan funds.
A. Cope made a motion to approve the purchasing of a small propane heater and to approve the water report, M. Carson seconded; motion carried.
Public Works Report – Roads have been graded and re-graveled. New signs are needed at new intersection of 8th and Elm and a new handicap sign is needed in front of the Community Center. Found a suitable cleaning supply closet made in the USA. Chief of Fire Department was contacted regarding removal of snooker table and file cabinet in Community Center office. As the snooker table was donated to Fire Department, it has been requested to keep until a new location can be found and to keep the file cabinet in the office until a new Fire Hall can be built.
A. Cope motioned to accept the Public Works Report with approval for purchase of supply storage cabinet for $468.95, M. Carson seconded; motion carried.
Treasurer’s Report – April General checking beginning balance $9,546.13; credits $3,668.54; debits $1,859.99; ending balance $11,354.68.
April Water Fund Checking beginning balance $71,847.27; credits $3,315.52; debits $9,275.69; ending balance $65,887.10.    April Maintenance checking beginning balance $9,420.21; credits $100.08; debits $0.00; ending balance $9,520.29.
April Money Market savings beginning balance $21,599.13; credits $0.18; debits $0.00; ending balance $21,599.31.
April Water Fund Savings beginning balance $18,534.76; credits $350.15; debits $0.00; ending balance $18,884.91.
April Water Deposit beginning balance $5,060.94; credits $.04; debits $0.00; ending balance $5,060.98.
April Water Reserve beginning balance $8,669.47; credits $.07; debits $0.00; ending balance $8,669.54.
Residents with outstanding water bills will be contacted.
A. Cope moved to approve the Treasurer’s Report, M. Carson seconded; motion carried.
Town Clerk’s Report – Town mail and correspondence were shared. It was revealed that the Town of Oelrichs owns two (2) picnic tables that are to be located at the Town park; retrieval of these tables is being looked into for relocation to said park.
A motion was made by A. Cope, seconded by M. Carson, to approve the Town Clerk’s Report; motion carried.
Old Business:
-Community Center Office Desk – No suitable desk has been located at this time.
-Wi-Fi in Community Center – for official use only – Further investigation is needed regarding the issue. V, Graf is to bring more statistics and possible options to the June meeting.
-Review of Chapters 3-7 of Town of Oelrichs Ordinances and Review of Chapters 8-11 – It was suggested to forego any further readings, revisions, and/or approval of Town of Oelrichs ordinances until a meeting can be scheduled with Town lawyer. A motion was made by J. Messinio, seconded by A. Cope, to contact Town lawyer to see if available on June 18, 2021, at 8 a.m. to examine and, if necessary, revise the current Town of Oelrichs Ordinances; motion carried.
Executive Session: Not at this time.
Adjournment: A. Cope made a motion to adjourn at 8:26 p.m., M. Carson seconded; motion carried.
The next Regular Meeting of the Oelrichs Town Board will be June 1, 2021, at 7:00 p.m. at the Oelrichs Community Center.
