Ridge Road District Minutes

Minutes of the annual meeting of the Ridge Road District, Angostura Lake, South Dakota held May 4, 2021, for the year ending August 31, 2020. In attendance were Dan and Kathy Garrett, Bob Airheart, Mark Siebenthal, Ron and Trish Rosane, Kelsey Peterson, George Wagner, and later in the meeting, Curtis Bilbrey. One guest, Dan Gardner attended the meeting and members of a road association in the Long development.
The meeting was called to order at 7:05 p.m. by Secretary Mark Siebenthal. The first order of business was the approval of the prior year’s annual meeting minutes. After reading the minutes, Dan Garrett asked that the minutes be corrected to reflect a cash on hand variance from the prior reports. After the correction, Bob Airheart moved for approval with a second from Ron Rosane. The motion was approved unanimously.
Dan Garrett then presented the financial statements for the fiscal year ended August 31, 2020, and for the current fiscal year ending April 19, 2021. It was noted that the current bank balance amounts to $14,431 with three bills outstanding. Bob Airheart moved for approval with a second from Mark Siebenthal. The motion passed unanimously.
Discussion ensued regarding the special assessment guidelines as established on May 3, 2016. In that meeting, Dan Gardner had moved that the special assessment be set at $100 per each lot which has a structure on it in the District and $100 to each of the 27 trailers in the Wolff trailer park. Dan Garrett moved that we add the following:
Any lot in the District which has a travel trailer on it which is used in the same manner as the trailers in the trailer park will be subject to the $100 assessment. “Same manner” would indicate parking the travel trailer on the lot for an extended period of time and using the trailer as housing especially during the summer months. Currently there are three lots which use the Ridge Road which should be added to the assessment list.
Ron Rosane seconded this motion and it passed unanimously.
There was discussion regarding levying the special assessment to all lots no matter the circumstances. No motion was made for this discussion so it died without action.
The tax levies for 2021/22 were presented by Dan Garrett. In the prior year, the special assessment levy had been for $5,100 and tax levies of $1,850.00. Ron Rosane informed the members that there are 34 trailers in the mobile home park which are occupied. There are 22 home sites and the 3 travel trailer lots so the special assessment request will be $5,900.00. The levy amount will remain at $1,850.00 as there were no motions to increase the levy for the CPI. Dan Garrett moved that we accept this request and Bob Airheart seconded. Motion passed unanimously.
Bob Airheart and Dan Gardner presented a discussion regarding issues with the road. The main item of discussion was the needs for the road overall. According to Bob Airheart, the costs for the improvements we are requesting could run from $6,000 to $120,000. Bob Airheart informed the group that Don Lund was selling his property but is willing to gift a 20 foot easement to the District. Attorneys are currently drafting the legal work to get this easement transferred. It was established that the District will pay up to $500 for the attorney work to get this done.
Nominations for the third seat on the board were opened. Mark Siebenthal was nominated to once again serve on the board for a three year term. The vote was unanimous that he remain on the board.
Discussion about various issues with the Road then ensued which resulted in Mark Siebenthal moving that we consider a treatment of mag water on the flat section of the road with a cap of $5,000 for applying the treatment. Dan Garrett seconded this motion and it passed unanimously.
Mark Siebenthal moved for adjournment of the meeting with a second by Ron Rosane. Passed unanimously. Meeting adjourned at 8:10 p.m.
