The regular meeting of the Town of Oelrichs was called to order by President J. Messinio at 7:00 p.m.
Allegiance to the flag was pledged.
Board Present: Joseph Messinio, Mike Carson, and Anita Cope
Staff Present: Doug Burdette, Valarie Graf, and Roy Merdanian III
Staff Absent: Susan Hamilton
Guest Present: Nicole Glines
Note: State and CDC meeting and social distancing guidelines were followed.
Public Comment: Discussion was held regarding the duties of the cleaning person; snow removal at the Community Center is not one of her duties.
Approval of Agenda: A. Cope made a motion to approve the agenda with the additions of “Advertising for bids regarding snow removal, road grading, and mowing”, “Scheduling Equalization Meeting date and time”, and “Changing date of June meeting due to Election Day” under New Business, seconded by M. Carson; motion carried.
Approval of Minutes: A motion was made by A. Cope to approve the January 12, 2021, minutes, seconded by M. Carson; motion carried.
New Business: Town Lawyer – A. Cope made a motion to hire Lance Russell as part-time Town of Oelrichs Attorney, M. Carson seconded; motion carried.
Liquor License – Nicole Glines - Guidance was given to Nicole Glines regarding the proper procedure of applying for a liquor license.
Petty Cash – Motion was made by A. Cope to establish a Petty Cash fund, of no more than $25, for minor purchases (i.e., mailing fees), seconded by M. Carson; motion carried. Reporting of petty cash activity and replenishing of funds will be done at monthly meetings during the Town Clerk’s report.
Bids – A. Cope made a motion to allow the publishing of bid notices for snow removal, road grading, and mowing; M. Carson seconded; motion carried.
Equalization Meeting – Motion was made by A. Cope to schedule the yearly Equalization Meeting for the 3rd Monday in March (March 15, 2021) from 6 – 7 p.m. at the Community Center, M. Carson seconded; motion carried. Local school district will be notified so a representative can also attend.
June Meeting – Due to Election Day falling on second Tuesday in June, A. Cope made a motion to change the date of the June Town Meeting to June 9, 2021, starting at 7:00 p.m. at the Community Center, M. Carson seconded; motion carried.

Motion was made by A. Cope to pay all claims, M. Carson seconded; motion carried.
Water Report: Water samples remain to come back good. Water leak in front of Post Office last month was repaired. A. Cope made a motion to approve reimbursement of $10 certification registration fee to D. Burdette and to pay his mileage at the state rate ($.56), seconded by M. Carson; motion carried. Water Superintendent would like to remind residents to take precautions to avoid frozen pipes during the impending cold snap.
A. Cope moved to accept the Superintendent’s Water Report, M. Carson seconded; motion carried.
Public Works Report: Community Center kitchen window has been replaced. R. Merdanian III will bring statistics to the next meeting regarding the possible purchase of road equipment. A. Cope made a motion to approve purchase of two new snow shovels not to exceed $30 a piece, M. Carson seconded; motion carried.
A. Cope motioned to accept the Public Works Report, M. Carson seconded; motion carried.

A. Cope moved to approve the Treasurer’s Report, M. Carson seconded; motion carried.
Town Clerk’s Report – Town mail and correspondence were shared.
A motion was made by A. Cope, seconded by M. Carson, to approve the Town Clerk’s Report; motion carried.
Old Business: Delinquent Water Bills Report – No new delinquent water bills to report.
DENR Grant/Loan Update – R. Merdanian III continues to meet with DENR to settle the spending of surplus loan funds; he will be asking for DENR’s approval to purchase certain plumbing materials and/or machinery.
Tabled Items – Town Ordinances – Decision was made to review one or two individual chapters of Ordinance manual during each meeting; Chapters one and two will be reviewed and updated at March 9th meeting.
Executive Session: Not at this time.

The next Regular Meeting of the Oelrichs Town Board will be March 9, 2021, at 7:00 p.m. at the Oelrichs Community Center.
