Town of Oelrichs

The regular meeting of the Town of Oelrichs was called to order by President J. Messinio at 7:00 p.m.
Allegiance to the flag was pledged.

Public Comment – None
Approval of Agenda – A. Cope made a motion to approve the agenda as presented, seconded by J. Messinio; motion carried.
Approval of Minutes – A motion was made by A. Cope to approve the November 10, 2020, seconded by J. Messinio; motion carried.
New Business: Hiring of Assistant to Water Superintendent – A. Cope made a motion to hire John D. (Doug) Burdette as the Assistant to Water Superintendent at $50 per month and $15 an hour, starting December 8, 2020; J. Messinio seconded. Motion carried. R. Merdanian III assured that he would provide the necessary job information such as certification.
Second Water Pit on Elm – This item has been TABLED until next month as R. Merdanian III will be checking with DENR regarding the surplus loan funds and purchasing of additional water pit equipment.
Tree in Town Park – Motion was made by A. Cope, seconded by J. Messinio, to allow D. Burdette to investigate which type of tree is best suited for planting in Town Park. This tree will eventually be used as the Christmas tree for the “Annual” Tree Lighting in December of each year. D. Burdette will provide the Council with details such as growth rate, amount of water and schedule, type and amount of fertilizer, best planting location, etc., at the next month’s meeting.

Motion was made by A. Cope to pay all claims, J. Messinio seconded; motion carried.
Water Report – Water sample continues to come back satisfactory. The water leak that was discovered in Pit #116, which was on the customer’s side, has been repaired. The malfunctioning alarm located in the water building has been determined to be the problem of Dakota Pump and they have been notified to correct. Fall River Water User’s District will be deducting the cost of 8300 gallons of water from the Town water bill that was used by Oelrichs Fire Department.
J. Messinio moved to accept the Superintendent’s Water Report, A. Cope seconded; motion carried.
Public Works Report – The stop sign for the southwest corner of 8th and Hwy 385 is planned for placement within the next couple of weeks. The holes by the Post Office and on 5th Street have been filled. The broken window at the Community Center will be repaired, just waiting for glass to arrive. This is the 3rd year the County has not received grant money to repair Main Street in Oelrichs; J. Messinio or R. Merdanian III will be talking with local commissioners about what can be done with this situation. Street signs continue to be repair when notified; R. Merdanian will price a street sign for 8th Street and Highway 385. SDDOT will be contacted about putting reflectors on all street signs, R. Merdanian III will bring this information to next month’s meeting.

J. Messinio moved to approve the Treasurer’s Report, A. Cope seconded; motion carried.
Town Clerk’s Report – Town mail and correspondence were shared. A. Cope made a motion to allow V. Graf to spend $333 on the purchase of self-addressed stamped envelopes for the Town, seconded by J. Messinio; motion carried.
A motion was made by A. Cope, seconded by J. Messinio, to approve the Town Clerk’s Report; motion carried.
Old Business: 2% Sales Tax – The necessary paperwork has been purchased and filed with the state of South Dakota.
Delinquent Water Bills Report – Certified letters were sent to those with delinquent bills last month. There is currently only one (1) delinquent water bill as of this meeting date.
DENR Grant/Loan Update – There is still a small amount of funds left over from loan; R. Merdanian III will speak with DENR regarding the possibility of utilizing some of these funds for equipment and installation labor for new pit needed on Elm Street. This information will be brought to the January meeting.
Tabled Items – Service Lines and Definition of plus Hazard Ordinances were tabled until special meetings can be set up to review and discuss Town Ordinances.
