Call To Order – Roll Call: Mayor, Carla Schepler, called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on September 15, 2020, at Edgemont City Hall. Present were Council members, Lyle Edmonds, Roger Horton and Jason Shook and Robert Worden.
Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: Carla Schepler stated a conflict with agenda Item 6 – Animal Control Officer.
Approval Of Agenda: Jason Shook made a motion to approve the September 15, 2020 agenda. Motion seconded by Lyle Edmonds. Motion passed with unanimous vote.
Approval Of Minutes: Roger Horton made a motion to approve the September 1, 2020 minutes. Motion was seconded by Jason Shook. Motion passed with unanimous vote.

Approval Of Claims: Robert Worden made a motion to approve the September 15, 2020 claims totaling $49,779.93. Motion seconded by Lyle Edmonds. Motion carried with unanimous roll call vote.

Animal Control Officer: Lyle Edmonds made a motion to contract with Katy Schepler for the Animal Control Officer. Motion seconded by Jason Shook. Motion passed with unanimous roll call vote.
Ordinance 2020-09-01 – 2021 Budget – Second Reading: Jason Shook made a motion to approve Ordinance 2020-09-01 – 2021 Budget. Motion seconded by Robert Worden. Motion passed with unanimous roll call vote.
Frank Maynard – Leop & Pdm Updates: Frank Maynard informed the Mayor and Council about the Local Emergency Operations Plan and Pre-Disaster Mitigation Plan updates.
Vicki Dugger – Water Dispute: Lyle Edmonds made a motion to allow Vicki Dugger to pay $158.75 to settle past billing. Motion seconded by Robert Worden. Motion passed with unanimous roll call vote.
Resolution 2020-09-15 – Iron Oxide Removal Project: Lyle Edmonds made a motion to approve Resolution 2020-09-15 – Iron Oxide Removal Project as follows. Motion seconded by Roger Horton. Motion passed with unanimous roll call vote.

Resolution Authorizing An Application For Financial Assistance, Authorizing The Execution And Submittal Of The Application, And Designating An Authorized Representative To Certify And Sign Payment Requests.
WHEREAS, the City of Edgemont (the “City”) has determined it is necessary to proceed with improvements to its Municipal Water System, including but not limited to the installation of an iron-reducing pre-treatment system such as an iron filtration (vertical pressure filtration) system or some other appropriate technology with the objective being to reduce the high iron content of the raw water supply so as to prevent the costly and undesirable impacts of iron content upon the City’s water treatment system and potable water supply. All of the foregoing improvements are otherwise known by the project title “Edgemont Water Treatment System Improvements: Iron Reducing Pretreatment” (the “Project”); and,
WHEREAS, the City has determined that financial assistance will be necessary to undertake the Project and an application for financial assistance to the South Dakota Board of Water and Natural Resources (the “Board”) will be prepared; and
WHEREAS, it is necessary to designate an authorized representative to execute and submit the Application on behalf of the City and to certify and sign payment requests in the event financial assistance is awarded for the Project.
NOW THEREFORE BE IT RESOLVED by the City as follows:
1. The City hereby approves the submission of an Application for financial assistance in an amount not to exceed $637,000.00 to the South Dakota Board of Water and Natural Resources for the Project.
2. The Mayor is hereby authorized to execute the Application and submit it to the South Dakota Board of Water and Natural Resources, and to execute and deliver such other documents and perform all acts necessary to effectuate the Application for financial assistance.
3. The Mayor is hereby designated as the authorized representative of the City to do all things on its behalf to certify and sign payment requests in the event financial assistance is awarded for the Project.

Fall Cleanup Vouchers: Robert Worden made a motion to approve Fall Cleanup Vouchers for Edgemont utility users with a paid bill to run from September 16 thru October 30, 2020. Motion was seconded by Lyle Edmonds. Motion passed with unanimous vote.
Tax Deed Property: Roger Horton made a motion to table. Motion seconded by Robert Worden. Motion passed with unanimous vote.
Adjournment: Jason Shook made a motion to adjourn at 8:31 p.m. Motion was seconded by Robert Worden. Motion carried with unanimous vote.
The next regular City Council meeting will be held October 6, 2020 at 7:00 p.m.
