Town Of Oelrichs

The regular meeting of the Town of Oelrichs was called to order by President J. Messinio at 7:00 p.m.
Allegiance to the flag was pledged.
Board Present: Joe Messinio, Anita Cope, and Mike Carson
Staff Present: Valarie Graf and Susan Hamilton. Roy Merdanian III arrived at 7:21 p.m.
Guests: Lance Tlustos, Randy Pence, Jennifer Her Many Horses, Brian M. Stockel, Pat Louge, Ellen White, and John Cope
NOTE: State and CDC meeting and social distancing guidelines were followed.
Public Comment – R. Pence came to the Board requesting they consider dust abatement to the Town roads with possible partnering with the School Board to divide the cost. Speeding on the Town streets is a problem and causes a lot of dust.
A $50 memorial from the family of Joyce Dryden thanking the Town for use of the Community Center. The memorial is to be used to make improvements to the Community Center.
Approval of Agenda – A. Cope made a motion to approve the agenda with the addition to New Business of Jennifer Her Many Horse – Restaurant Business Plan and 2021 Budget; and a correction under Old Business, it should read 2% Sales Tax – 1st reading, it was seconded by M. Carson; motion carried.
Approval of Minutes – A motion was made by A. Cope to approve the July 14, 2020, with the correction that it should read Budget Meeting not an Ordinance Meeting on August 8, 2020, seconded by M. Carson; motion carried.
Request to Vacate Alley and Easement – J. Messinio made a motion to approve the vacation of Maple between 7th and 8th plus the alleyway between the Town property and the School District, A. Cope seconded; motion was carried. The School District will be responsible for filing of signed paperwork.
Request to Vacate Another Portion of Railroad Street – J. Messinio made a motion to approve the request to vacate Railroad Street adjoining the Tlustos property, M. Carson seconded; motion was carried.
Proposed New Restaurant in Oelrichs – J. Her Many Horses and Brian Stockel came before the Town Board to discuss the availability of an on-sale liquor license for use in their proposed restaurant. Discussion was held regarding the proper process to apply for the license.

Motion was made by A. Cope to pay all claims, M. Carson seconded; motion carried.
Water Report – R. Merdanian reported that the meter that is located in a resident’s backyard has not yet been moved closer to the road. Water samples remain good.
A. Cope moved to accept the Water Report, M. Carson seconded; motion carried.
Public Works Report – Nine streetlights were fixed since last meeting. R. Merdanian will be splitting the rental of a backhoe for the Town to work on culverts. Thanks to the Oelrichs School for letting the Town borrow two window air conditioners until a new AC system can be purchased and installed. The front door locks have been changed so that only one key is needed for both the door and the deadbolt.
Motion was made by A. Cope, seconded by M. Carson, to approve the Public Works Report; motion carried.

A. Cope moved to approve the Treasurer’s Report, J. Messinio seconded; motion carried.
Town Clerk’s Report – Town mail and correspondence was shared.
A motion was made by A. Cope, seconded by M. Carson, to approve the Town Clerk’s Report; motion carried.
Snow Removal Bids – Snow Removal bid was opened. Lynda Sue’s Painting/Snow Removal was the only bid received. A. Cope moved to accept the bid under the condition that J. Messinio, or his designee, call Lynda prior to coming to Oelrichs to remove snow and should this stipulation not be followed, the bid can be refused, M. Carson seconded; motion carried.
Vacate Railroad Street ROW – A. Cope moved to accept the 2nd reading of the Notice to Vacate the Railroad Street ROW and to approve to have it published for a 2nd time in the Fall River County Herald Star, M. Carson seconded; motion carried.
2 percent Sales Tax – 1st Reading – A. Cope moved to accept the 1st reading of the 2% Sales Tax ordinance, M. Carson seconded; motion carried.
New Air Conditioner for Community Center – A new air conditioning unit has been purchased and will be installed soon.
Culverts – See Public Works report.
DENR Grant/Loan Update – A wrap up meeting was held this past month with J. Messinio and members of SPN and DENR. Discussion was held regarding what needs to be done to complete the stipulations of the grant and what can be done with the excess monies.
SDPAA-2020 Annual Rating Supplement – Due August 20, 2020 – Questions were answered regarding the updating of the insurance paperwork. V. Graf will be submitting the completed report.
2021 Town Budget – After review and appropriate changes A. Cope made a motion to approve the 2021 Town Budget, seconded by J. Messinio seconded; motion carried.
Tabled Items – Service Lines and Definition of plus Hazard Ordinances were tabled until special meetings can be set up to review and discuss Town Ordinances.
Executive Session: Not at this time.
