City of Edgemont Common Council Regular Meeting
May 19, 2020
Call To Order – Roll Call: Mayor, Carla Schepler, called the regular meeting of the Edgemont Common Council to order at 7:00 P.M. on May 19, 2020, at Edgemont City Hall. Present were Council members, Roger Horton, Jason Shook and Robert Worden.
Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: No conflicts were heard.
Approval Of Agenda: Jason Shook made a motion to approve the May 19, 2020 agenda. Motion seconded by Robert Worden. Motion passed with unanimous vote.
Approval Of Minutes: Roger Horton made a motion to approve the May 5, 2020 minutes. Motion was seconded by Jason Shook. Motion passed with unanimous vote.
Robert Worden made a motion to approve the May 12, 2020 minutes. Motion was seconded by Jason Shook. Motion passed with unanimous vote.
Committee Reports:
Law Enforcement – Thomas McMillan
Public Works – Roger Horton
Public Comment: Kwinn Neff introduced himself to the Mayor and Council. He is a candidate for District 30 House of Representatives.  
Katie Darrow was concerned about the water quality improvement plans.
Approval Of Claims: Jason Shook made a motion to approve the May 19, 2020 claims totaling $33,726.23. Motion seconded by Robert Worden. Motion carried with unanimous roll call vote.
May 5-19, 2020 Salaries: Administration 1665.48, Fire Dept 26.58, Streets 1573.37, Airport 15.44, Park 303.37, Library 1141.29, Water 995.96, Sewer 492.71, Garbage 452.47. Total Salaries: $9,289.31.
May 5-19, 2020 Expenditures: IUOE Local 49 175.00 dues, Intuit 31.95 payroll updates, UPS 139.21 postage, BH Energy 4495.78 electric, Brett Jarman 1806.12 utility refund, Builder’s FirstSource 1611.18 supplies, BW Gas & Convenience 950.00 overpayment refund, Century Business 150.92 copier, Culligan 20.50 supplies, Hi-D-Way 1034.19 fuel, MidContinent Labs 20.00 water testing, Rancher’s Feed 930.08 supplies, SH Title Co 1650.00 professional fees, Starr Insurance 1574.01 liability insurance, Thomas McMillan 2000.00 code enforcement, City of Edgemont 678.08 utility allowance, SDRS 2177.06 retirement, EFTPS 4992.84 payroll liabilities. Total expenditures: $24,436.92.
Old Business: No old business.
New Business: Malt Beverage License Renewals: Bw Gas & Convenience: Robert Worden made a motion to approve the malt beverage license for BW Gas & Convenience. Motion was seconded by Roger Horton. Motion carried with unanimous vote.
Edgemont Theatre Company: Jason Shook made a motion to approve the malt beverage license for the Edgemont Theatre Company. Motion was seconded by Robert Worden. Motion carried with unanimous vote.
Hat Creek Grill: Jason Shook made a motion to approve the malt beverage license for the Hat Creek Grill. Motion was seconded by Robert Worden. Motion carried with unanimous vote.
Igloo Bar: Robert Worden made a motion to approve the malt beverage license for the Igloo Bar. Motion was seconded by Jason Shook. Motion carried with unanimous vote.
YMCA: Kelsey Trotter discussed the contract with the Council and was asking for the Edgemont Pool to be opened. Council will address the contract after Executive Session.
Road Grader Discussion: Jason Shook made a motion to table the Road Grader discussion until more information can be presented. He asked that the Finance Officer look into contacting people for repair and/or replacement. Motion was seconded by Roger Horton. Motion carried with unanimous vote.
Executive Session Per Sdcl 1-25-2 (2,3 & 4) Personnel, Litigation & Contracts: Jason Shook made a motion to enter into Executive Session at 7:26 p.m. Motion was seconded by Robert Worden. Motion carried with unanimous vote.
Returned to regular meeting at 8:22 p.m.
Jason Shook made a motion to table the YMCA decision until the contract negotiations are finished. Motion was seconded by Roger Horton. Motion carried with unanimous vote.
Adjournment: Jason Shook made a motion to adjourn at  8:29 p.m. Motion was seconded by Roger Horton. Motion carried with unanimous vote.
The next regular City Council meeting will be held June 2, 2020 at 7:00 p.m.
