Ridge Road District, Angostura Lake
Minutes of the annual meeting of the Ridge Road District, Angostura Lake, South Dakota held May 5, 2020 for the year ending August 31, 2019. In attendance were Curtis Bilbrey, Dan and Kathy Garrett, Bob Airheart, Mark Siebenthal, LaRoy Lorenz, Don Lund, Ron Rosane, Larry Fish, Misti and Jason Cantrell, and by proxy Jason Froseth. One guest, Dan Gardner attended the meeting.
The meeting was called to order at 7:00 p.m. by President Curtis Bilbrey. The first order of business was the approval of the prior year’s annual meeting minutes. After reading the minutes, Dan Garrett asked that the minutes be corrected to reflect Curtis Bilbrey as the prior year president. After the correction, Bob Airheart moved for approval with a second from Larry Fish. The motion was approved unanimously.
Dan Garrett then presented the financial statements for the fiscal year ended August 31, 2019, and for the current fiscal year ending April 22, 2020. It was noted that the current bank balance amounts to $16,649.68 with only one bill still outstanding. Misti Cantrell moved for approval with a second from LaRoy Lorenz. The motion passed unanimously.
Discussion ensued regarding the lack of billings from Simon Construction for maintenance on the road. It was presented to the members of the District that Mark Siebenthal and Bob Airheart had been doing most of the maintenance rather than contacting Simon. Billings from Bob Airheart and Mark Siebenthal were presented and paid.
The tax levies for 2020/21 were presented by Dan Garrett. In the prior year, the special assessment levy had been for $4,600.00 and tax levies of $1,850.00. Ron Rosane informed the members that there are 32 trailers in the mobile home park. There are 19 home sites so the special assessment request will be $5,100.00. The CPI for 2020/21 is 1.7% resulting in a possible increase of $31.45 to the levy. The levy amount will remain at $1,850.00 as there were no motions to increase the levy for the CPI. Dan Garrett requested that this discussion be tabled pending the presentation by Bob Airheart and Dan Gardner.
Bob Airheart presented a discussion regarding issues with the road. The main item of discussion was the slope of the road at the peak. After much discussion, it was decided that Bob Airheart and Dan Gardner would be retained by the District to do a survey of the road condition and present an estimate of the cost to remedy the problem. Work on the road will be postponed until the following year. They will do this work for a maximum fee of $500.00. Dan Garrett will email members of the District once this estimate is received.
As there was no need to request an opt out provision for this year, Dan Garrett moved that the tax levy be set at $1,850.00 and the special assessments be set at $5,100.00 for the 2020/21 year. Don Lund seconded the motion and it passed unanimously.
Nominations were then opened for the three year term on the Board as Curtis Bilbrey had served his term. LaRoy Lorenz nominated Curtis Bilbrey with a second from Mark Siebenthal. There being no other nominations, the members approved Curtis Bilbrey for the three year term unanimously.
Dan Garrett moved for adjournment of the meeting with a second by Don Lund. Motion passed unanimously. Meeting adjourned at 8:20 p.m.
