Special Board Meeting
March 17, 2020
Call to Order: The Board of Education of the Oelrichs School District 23-3 met in special session on March 17, 2020 in the Superintendent’s office. The meeting was called to order by Dave Osmotherly, Board President, at 10:00 a.m.
Pledge of Allegiance
Roll Call: Members Present: Dave Osmotherly, Lance Tlustos, John Cope, and Jennifer Her Many Horses.
Members Absent: Vince Logue
Others Present: Dr. Mitchell Stone, Darla Peterson, and Valerie Sword.
Motion by Her Many Horses, second by Tlustos to approve the agenda as presented. Motion carried.
*All actions recorded in these minutes were by unanimous vote unless otherwise noted.
Personnel: Dr. Stone thanked Principal Peterson for the great job of communicating with staff and families during the school closure. He shared the plans of distribution of homework and school lunch through the normal bus route. Parents/Students will meet the bus driver at the normal drop off time to pick up their distant learning material and lunches. Food service will begin preparing sack lunches this week. Dr. Stone will work with the state for a waiver of minutes so that students don’t lose the opportunity to count distant learning hours towards this school year.
The board identified essential staff as the administrative assistant position and custodial staff. Essential staff are expected to report to work during school closure.
Motion by Tlustos, second by Cope, to follow Oglala Lakota Tribal motion no: 20-140 for school closure for two weeks from March 16 through March 27. Motion carried
The board discussed paying for hourly, nonessential staff during the school closure.
Motion by Her Many Horses, second by Tlustos, to pay nonessential hourly staff and bus drivers their average weekly rate during the school closure due to virus. Motion carried.
Contracts: Dr. Stone informed the board that the cleaning team is doing a thorough job of disinfecting all the rooms. At this time the school would benefit from contracting with an outside agency to deep clean the hard surface floors. Motion by Cope, second by Her Many Horses, to hire Keller’s Kleaning to provide additional cleaning not to exceed $2,500.

Adjournment: Cope moved and Tlustos seconded to adjourn the meeting at 10:43 a.m.
