Custer-Fall River Regional Waste Management District

The Custer-Fall River Regional Waste Management District Board meeting was called to order at 7:14 p.m. on Thursday, March 12, 2020, at the Mueller Center, Hot Springs, S.D. by Vice Chairman Kizer.
Members Present: Terry Kizer-Vice Chairman, Buffalo Gap; Dee Andersen-Secretary/Treasurer, Pringle; Mike Linde, Custer County; Peg Ryan, Custer; Jerry Dibble, Edgemont; Joe Messinio, Oelrichs; Paul Nabholz, Fall River County; John Gregory (proxy for Ron Richards), Hot Springs; and Dean Weekley, Fairburn.
All motions approved unanimously unless otherwise noted.
No conflicts of interests were noted, although Nabholz reported he has recently purchased stock in Butler/Caterpillar, so may abstain from future votes regarding the company.
Motion by Messinio, second by Linde to approve the March 12, 2020, agenda.
Motion by Dibble, second by Nabholz to approve the January 9, 2020, meeting minutes.
Dean Weekley will represent Fairburn in replace of Larry Livingston who vacated the Fairburn City Council.
Motion by Nabholz, second by Weekley to nominate Jerry Dibble as the new Chairman. Newly elected Chairman
Dibble conducted the remainder of the March 12, 2020, meeting.
The domain name for the CFR website (www.cfrlandfill.com), which website is maintained by the FRC Herald Star, appears to be up for renewal. Motion by Nabholz, second by Linde, to approve the domain name registry for as long as a five-year period at a cost of $190. This will be coordinated with the FRC Herald Star, as needed.
Motion by Messinio, second by Kizer to approve the Treasurer’s report.

Contract Manager Kerry Barker reported the railroad ties at the site have been sorted and removed. Barker also reported the maintenance contract for the loader is up for renewal. Motion by Messinio, second by Ryan to approve the maintenance contract. Barker will coordinate with Dibble for required signatures.
Jason Hinds reported the SD DENR has approved the Annual Fill Progression Report, and as a result, the 2020 projected liability should be increased by $28,500. FMG is finalizing the Annual Water Testing Report and will submit to SD DENR by the end of March 2020. FMG has been working with Barker for the preparation of the Phase II cell closure. Finally, the SD Solid Waste Conference is scheduled for April 7-8, 2020, in Chamberlain, S.D.
The Board continued its discussion of implementing an attendance bonus for certain critical attendees. It was determined that the current compensation schedule for all representatives is sufficient, and representatives or alternates will be coordinated in the event of absences, as needed. No further action was taken.
No Public Comment. The next meeting is scheduled May 14, 2020, at 7:00 p.m. in the Muller Center, Hot Springs. Motion by Linde, second by Andersen to adjourn. Meeting adjourned at 7:52 p.m.
