Regular Board Meeting
February 10, 2020
Call to Order: The Board of Education of the Oelrichs School District 23-3 met in regular session on February 10, 2020 in the Superintendent’s office. The meeting was called to order by Dave Osmotherly, Board President, at 5:30 p.m.
Pledge of Allegiance
Roll Call: Members Present: Dave Osmotherly, Lance Tlustos, Jennifer Her Many Horses and John Cope (left the meeting at 5:54 p.m.).
Members Absent: Vince Logue
Others Present: Dr. Mitchell Stone, Darla Peterson, Valerie Sword.
Motion by Cope, second by Tlustos, to approve January 13, 2020 meeting minutes. Motion carried.
Motion by Tlustos, second by Cope, to approve the agenda as presented. Motion carried.

Public Participation: No public participation
Reports: Board Reports: no board reports presented.
Administration Reports: Dr. Stone reported that Impact Aid applications have been submitted and all signatures obtained. There is currently a Homeland Security Grant that is available to cover the cost of securing entrances into the school. Golden West has been providing assistance on identifying the equipment necessity and cost. Dr. Stone also informed the board that staff negotiations can start after February 15, John Cope will be the board representative for negotiations. There will be two board positions opening on March 1, 2020. One will be a three-year term and the other a two-year term.
Financials: Sword presented claims and monthly financial reports. Motion by Cope, second by Her Many Horses, to accept the financial reports and claims as presented. Motion carried.
Construction Update: Motion by Tlustos, second by Her Many Horses, to approve the contract with Upper Deck to proceed with construction pending review from legal counsel. Motion carried.
Motion by Tlustos, second by Her Many Horses, to approve the financing proposal from First National Bank. Motion carried.
Personnel: Motion by Tlustos, second by Her Many Horses to increase activity driver hourly wage to $16. Motion carried. Motion by Her Many Horses, second by Tlustos to raise bus driver pay to $40 per run, with a comparison report presented at the next board meeting. Motion carried.
Student Enrollment: Principal Peterson presented students 1 and 2 for possible enrollment. Motion by Tlustos, seconded by Her Many Horses to not accept the applications for students 1 and 2. Motion carried.
Adjournment: Tlustos moved and Her Many Horses seconded to adjourn the meeting at 6:21 p.m.
