Request for Proposal
NOTICE IS HEREBY GIVEN that the City Council of the City of Hot Springs, South Dakota, will receive sealed written proposals at City Hall, 303 North River, Hot Springs, South Dakota 57747 until 5:00 pm on Tuesday, March 24th, 2020 to cut hay at the Hot Springs Municipal Airport, City of Hot Springs, South Dakota for the 2020 haying season with an option to extend one additional year, if agreed to by both parties.
There are approximately 130 acres of hay ground inside the wildlife fence; all hay must be off the Airport property by August 17th 2020. Please submit proposal as a percentage of hay to be kept by the City and the percentage of hay to be kept by the service provider. A minimum reserve of a 40/60 split with the City is imposed, with the City receiving 40% of hay cut. Bids must be equal to or greater than this split to be considered. Successful bid responders will have the option to purchase the City share at the rate the feedlot sets for grass hay at the time of removal. Payment to the City must be made within 30 days of removal. Work must be performed to the specifications of the Airport Manager. Sealed proposals must be plainly marked to identify their contents. No proposal shall be withdrawn after the filing time without written consent of the Hot Springs City Council for a period of thirty (30) days after the filing time. Sealed proposals will be opened at 8:10AM on March 26th, 2020 at the Airport Advisory Meeting held at the Hot Springs Municipal Airport located at 27858 US Hwy 385, Hot Springs, SD. Award of bid will occur during the regularly scheduled City Council meeting beginning at 7PM Monday April 6th at the Mueller Civic Center 801 S. 6th St. Hot Springs, SD.
The City Council of the City of Hot Springs, South Dakota, reserves the right to reject any and all proposals, or to waive any formalities or technicalities, and to accept the proposal that is to the advantage of, and in the best interest of, the City of Hot Springs.
