The regular meeting of the Town of Oelrichs was called to order at 7:00 p.m.
Allegiance to the flag was pledged.

Public Comment: J. Messinio reported that Fall River County did not received a grant for repairs to Oelrichs Main Street.
Approval of Agenda – A. Cope made a motion to approve the agenda as written, M Carson seconded; motion carried.
Approval of Minutes - A motion was made by A. Cope to approve December 1, 2019, regular meeting minutes, seconded by M. Carson; motion carried.

Motion was made by A. Cope to pay claims, M. Carson seconded; motion carried.
Water Report –
Water samples continue to come back satisfactorily.
Water pressure issues were experienced this last month. Residents are strongly encouraged to let R. Merdanian III know ASAP if they experience any changes and/or problems with water pressure.
Due to recent issues regarding water billing, the Ordinance Manual for the Town of Oelrichs needs reviewed and updated.
The customer that experienced an extensive leak has had the problem repaired.
Ion water meter will be taken to Hot Springs to assure correct calibration.
Fall River Water User’s District has squared up the past water usage/billing issues.
A. Cope moved to accept the Water Report, M. Carson seconded; motion carried.
Public Works Report –
Good reports on the past snow removals, no major drifting.
Again, Residents are encouraged to report any town signage needing replaced or repaired. Upgrading Town’s culverts is scheduled for 2020 when the snow has melted.
R. Merdanian III will be working on a Town Maintenance Plan during February and March.

Town Clerk’s Report –
Town mail and correspondence was shared.
After discussion, it was determined to not apply for the Homeland Security Grant.
Election deadlines were reviewed.
Submission of SDML Salary Survey is due this month.
SDARWS Class B West River Director ballot was completed and mailed.
Report was given to Treasurer regarding the correction of disbursement of funds between the Water and General Fund
A motion was made by A. Cope, seconded by M. Carson, to approve the Town Clerk’s Report; motion carried.
2020 Salary/Wage Resolution
BE IT RESOLVED by the Council of the Town of Oelrichs, South Dakota, in accordance with South Dakota Codified Law 6-1-10, to adopt the following wage scale for the Town of Oelrichs effective January 1, 2020: Town President - $50 per month & $20 per meeting; Town Councilpersons - $40 per month & $20 per meeting; Town Treasurer - $240 per month & $20 per meeting; Finance Officer/Town Clerk - $240 per month & $20 per meeting; Water Superintendent - $100 per month & $20 per hour; Assistant to Water Superintendent - $50 per month & $ 15 per hour.
Old Business: DENR Grant/Loan Update – Absolute completion date will probably be sometime next Spring.
Revisit New Water Building Signage – Item moved to New Business for a motion allowing Roy Merdanian III to get prices on different types and sizes of signs for the new water building.
Hazard Mitigation Grant – It was decided to not apply at this time.
Town Clean-up – Next Step –
As road and street maintenance prices continue to increase, other avenues for payment will need to be found.
Make Oelrichs Beautiful (MOB) Committee will meet on Monday, January 20, 2020, at 9 a.m. at the Community Center to canvas the Town to document modifications since last drive around.
New Business: Mayor’s Meeting with SDPAA Regarding New Building, Fence, and Insurance – Meeting was held with SDPAA representative to include new water building and determine the increase in Town’s premium.
Magdovitz Group Letter and Response from Town’s Lawyer - The Town’s attorney, Lance Russell, shared with the Magdovitz Group that the Town of Oelrichs is not a party to any litigation at this time but has great concern of possible discharge from the damaged sewer line.

The next Regular Meeting of the Oelrichs Town Board will be February 11, 2020, at 7:00 p.m. at the Oelrichs Community Center.
