Regular Meeting
December 10, 2019 - 7:00 p.m.
The regular meeting of the Town of Oelrichs was called to order at 7:00 p.m.
Allegiance to the flag was pledged.

Public Comment: None
Approval of Agenda – M. Carson made a motion to approve the agenda as written, A. Cope seconded; motion carried.
Approval of Minutes - A motion was made by A. Cope to approve November 12, 2019, regular meeting minutes with corrections made to the first two items of the Treasurer’s Report, seconded by M. Carson; motion carried. They should read: General checking beginning balance $8,100.49; credits $930.02; debits $5,428.43, ending balance $3,602.08. Water fund checking beginning balance $45,479.28, credits $189,130.98, debits $83,863.42, ending balance $150,746.84.

Motion was made by A. Cope to pay claims, M. Carson seconded; motion carried.
Water Report – Water samples continue to come back satisfactorily. Fall River Water User’s District will be adjusting future billings due to the improper hook up of the Town’s flow meter causing an abnormally large water use the past couple of months.
R. Merdanian III has renewed his Operator’s Certification which is good until 2021.
R. Merdanian III requested that both he and D. Ruhoff be able to attend SDARWS Annual Membership Meeting on January 14-16, 2020, in Pierre, SD.
R. Merdanian III will be on vacation the last two weeks of December. D. Ruhoff will be reading meters the 1st of January.
A. Cope moved to accept the Water Report, M. Carson seconded; motion carried.
Public Works Report – Residents are encouraged to report any town signage needing replaced or repaired.
Upgrading Town’s culverts is scheduled for 2020.
Motion was made by A. Cope, seconded by M. Carson, to approve the Public Works Report; motion carried.
Treasurer’s Report – General checking beginning balance $3,602.08; credits $10,697.74; debits $2,687.26, ending balance $11,612.56.
Water fund checking beginning balance $150,746.84, credits $18,869.86, debits $109,357.05, ending balance $60,259.65.
Maintenance checking beginning balance $14,312.21, credits $100.36; debits $0, ending balance $14,412.57.
Money Market savings beginning balance $27,779.00; credits $.68; debits $0, Ending Balance $27,779.68.
Water Deposit beginning balance $5,059.81; credits $.12; debits $0, ending balance $5,059.93.

A. Cope moved to approve the Treasurer’s Report, M. Carson seconded; motion carried.
Town Clerk’s Report – Town mail and correspondence was shared. A motion was made by M. Carson, seconded by A. Cope, to approve the Town Clerk’s Report; motion carried.
Old Business: DENR Grant/Loan Update – After discussion, a motion was made by J. Messinio to approve entire SPN change order application, taking no more than $4,000 out of the Water Fund so as to include the installation and materials of a safety fence around the water tower, M. Carson seconded; motion carried.
Initial Construction Inspection Report - filed
Training was provided by Dakota Pump.
R. Merdanian III and J. Messinio attended a class on the valves.
Goldenwest Telecom. will install the phone in the new water building on January 18th.
Dumpster - Clean-up has been completed and dumpster has been returned.
Insurance for Proposed City Vehicle, Tools, and Water Building - V. Graf will call and schedule a time for new water building to be assessed for insurance policy update.
The Office Bar and Grill Liquor Licenses - Motion was made by A. Cope, seconded by M. Carson, to approve the liquor license applications for The Office Bar and Grill; motion carried.
New Business: Election Day other than Second Tuesday of April - A. Cope made a motion for proposed town election to be held in conjunction with local school and county elections on the first Tuesday of June (June 2nd, 2020), seconded by M. Carson; motion carried.
New Water Building – After discussion, it was determined no sign is necessary.
The permanent alarm system will be set up on the 18th when Goldenwest installs the phone.
Open House celebration has been tabled until Spring. Contact R. Merdanian III to see inside new water building.
Official Newspaper Designation - Motion was made by A. Cope to designate Fall River County Herald Star as official Town of Oelrichs newspaper, seconded by J. Messinio; motion carried.
SDARWS Class B Director Ballot – R. Merdanian will examine each candidate and report his finding to V. Graf for the ballot.
Tax Deed Property within Oelrichs – J. Messinio explained the notion Fall River County Commissioners presented at their December meeting where each town within Fall River County would purchase tax deed property and then each town would pay the taxes.
Other Business: Motion was made by A. Cope, seconded by J. Messinio, to purchase three (3) card tables for use by renters of the Community Center and also a highchair, after SDPAA is contacted regarding insurance issues, with the Darlene Tlustos memorial funds; motion carried.
Adjournment: J. Messinio made a motion to adjourn at 9:03 p.m., A. Cope seconded; motion carried.
The next Regular Meeting of the Oelrichs Town Board will be January 14, 2020, at 7:00 p.m. at the Oelrichs Community Center.
