Regular Meeting
September 17, 2019
Call To Order – Roll Call: Mayor Jerry Dibble called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on September 17, 2019, at Edgemont City Hall. Present were Council members, Roger Horton, Kimberly McDade, Carla Schepler, John Sturgis and Robert Worden. Jason Shook was absent.
The Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: No conflicts were heard.
Approval Of Agenda: Carla Schepler made a motion to approve the September 17, 2019 agenda. Motion seconded by Robert Worden. Motion passed with unanimous vote.
Approval Of Minutes: Carla Schepler made a motion to approve the September 3, 2019 minutes. Motion was seconded by Robert Worden. Motion passed with unanimous vote.
Committee Reports: Law Enforcement –Thomas McMillan – Deputy McMillan asked if the City could remove some branches and shrubbery in front of road signs.
Public Works – Joe Koller stated that WRT was here to backflush the water treatment filters, the drillers have started on the new well, two water breaks, Randy & Dane completed 9 blocks of alleyways, meter pit has been installed for the Dollar General and they have set up for the Bike Trek.
Mayor – Mayor Dibble stated that he attended a meeting in Hot Springs to work on the 5 year pre-mitigation plan.
Public Comment: No Public comment was heard.
Approval Of Claims: Carla Schepler made a motion to approve the September 17, 2019 claims totaling $17,194.55. Motion seconded by John Sturgis. Motion carried with unanimous roll call vote.
Sept 4-17, 2019 Salaries: Administration 1604.22, Fire Dept 16.50, Buildings 14.21, Streets 1960.33, Airport 83.50, Cemetery 180.50, Hospitals 37.00, Pool 111.74, Park 456.99, Library 915.34, Water 1408.57, Sewer 596.82, Garbage 382.59. Total Salaries: $7,768.31.
Sept 4-17, 2019 Expenditures: IUOE Local 49 140.00 dues, Core & Main 1156.64 supplies, Culligan 59.50 supplies, Custer-Fall River Landfill 29.30 landfill fees, Dakota Pump 500.00 lift station inspection, Eggelhof 1483.95 supplies, FR County Herald 108.36 publishing, GW Tech 77.50 firewall/library, Hi-D-Way 2015.54 fuel, Jenner Equipment 30.14 supplies, Matthew Bender 110.43 court updates, Micro Solutions 60.00 professional fees, MidContinent Labs 250.00 testing, Power House 78.68 supplies, Ranchers Feed 221.66 supplies, Sturdevants 153.42 supplies, Van Diest Supply 1080.00 bio-mist, . Total expenditures: $9,426.24.

New Business
Geri Baillie Variance: Robert Worden made a motion to approve the variance for Geri Baillie. Motion was seconded by Carla Schepler. Motion passed with unanimous roll call vote.
Huber Variance: Carla Schepler made a motion to approve the variance for Roger Huber. Motion was seconded by Robert Worden. Motion passed with unanimous roll call vote.
Hanes Variance: Kimberly McDade made a motion to table the variance for Les Hanes until further information is received, a proper variance application is submitted and the Planning & Zoning Committee has a meeting concerning the property. Motion was seconded by Robert Worden. Motion passed with unanimous vote.
Homecoming Parade Sept 27, 2019: Robert Worden made a motion to approve the Edgemont Public School to have a parade on September 27, 2019 in the afternoon before the pep rally. Motion seconded by John Sturgis. Motion carried with unanimous vote.
Remodel Front of City Hall: Kimberly McDade made a motion to table this item until the third quote is available. Motion was seconded by Roger Horton. Motion passed with unanimous vote.
Appropriation Ordinance 2019-09-03 – Second Reading: John Sturgis made a motion to approve Appropriation Ordinance 2019-09-03. Motion was seconded by Kimberly McDade. Motion passed with unanimous roll call vote.
Executive Session Per Sdcl 1-25-2 (1,3 & 4) Personnel/Contracts/Litigation: Carla Schepler made a motion to enter into Executive Session at 7:52 p.m. Motion was seconded by Robert Worden. Motion passed with unanimous vote.
Return to regular meeting at 8:28 p.m.
Kimberly McDade made a motion to approve Rheta Reagan to clean City Hall and Park bathrooms for $12.14 per hour up to 4 hours per week. Motion was seconded by Robert Worden. Motion passed with unanimous vote.
Adjournment: Kimberly McDade made a motion to adjourn at 8:29 p.m. Motion was seconded by Carla Schepler. Motion carried with unanimous vote.
The next regular City Council meeting will be held October 1, 2019 at 7:00 p.m.
