Town of Oelrichs

The regular meeting of the Town of Oelrichs was called to order at 7:00 p.m.
Allegiance to the flag was pledged.

Public Comment - Joe Messinio gave a review of the very informative meeting with Lori Fredrick from the SD Governor’s Office of Economic Development on February 18th. Many ideas and encouraging information were shared; the Board continues to address the clean-up and promotion of the town.
Approval of Agenda – A. Cope made a motion to approve the agenda as written, M Carson seconded; motion carried.
Approval of Minutes - A motion was made by A. Cope to approve February 11, 2020, regular meeting minutes, seconded by M. Carson; motion carried.
Pay Claims – General: Dottie Messinio, $22.02, CC Supplies; Fall River County Herald Star, $546.54, Publishing Proceedings/Bids/Vacancies; Lynda Sue’s Paint/Snow Removal, $621.45, Snow Removal; Nelson’s Oil and Gas, Inc., $310.43, CC Propane; Susan Hunt, $75.00, Cleaning CC; US Postal Service, $46.00, PO Box Service Fee. WATER: Dale Ruhoff, $66.89, Wages Asst. Water Superintendent; Golden West Telecommunications, $40.53, Water Building Telephone; Katie Merdanian, $102.12, 42” x 8.5” wall sign (Water Building); Roy Merdanian III, $244.01, Wages Water Superintendent; Town of Oelrichs, $21.00, Water Bill CC.
Motion was made by A. Cope to pay all claims, M. Carson seconded; motion carried.
Water Report – Water samples continue to come back satisfactorily. There is one meter in town than needs worked on although everything seems to be working properly. It is consensus that the foul smell that residents have experienced is caused from sediment. Ion meter on water tower needs repaired to keep a better eye on water tower functions.
A. Cope moved to accept the Water Report, M. Carson seconded; motion carried.
Public Works Report – After town’s streets dry out, Stateline Construction, Inc., will grade and gravel. Scheduling to start digging out culverts has been tabled until next month’s meeting.
Motion was made by A. Cope, seconded by M. Carson, to approve the Public Works Report; motion carried.
Treasurer’s Report – General checking beginning balance $6,611.48; credits $2,908.68; debits $1,749.58; ending balance $7,770.58.
Water fund checking beginning balance $25,007.00; credits $4,229.28; debits $10,252.46; ending balance $18,983.82.
Maintenance checking beginning balance $12,217.31, credits $100.30; debits $0.00; ending balance $12,317.61.
Money Market savings beginning balance $27,781.10; credits $0.66; debits $0.00; ending balance $27,781.76.

A. Cope moved to approve the Treasurer’s Report, M. Carson seconded; motion carried.
Town Clerk’s Report – Town mail and correspondence was shared.
A motion was made by A. Cope, seconded by M. Carson, to approve the Town Clerk’s Report; motion carried.
DENR Grant/Loan Update – R. Merdanian has been in communication with SPN regarding Quinn Construction’s schedule and a possible date for total completion of water tower upgrade. Town residents will have to be notified prior to any water delivery interruptions.
2020-2021 Snow Removal, Grading, and Mowing Bids – One mowing bid was received and awarded to Mike Schommer. A. Cope made a motion to accept this bid with the following conditions: Mike is to 1) mow only town property; 2) include on his bill dates, start/end times, and location of where he mowed; and 3) sign the bill he submits by the 5th of each month, M. Carson seconded; motion carried.
A. Cope made a motion to accept and award the one bid that was received for grading and road maintenance to Stateline Conservation Service, Inc., James Ginsbach, M. Carson seconded; motion carried.
No bids were received for 2020-2021 snow removal; this will be re-advertised.
Community Clean-up Dumpster or Other Options? After much discussion, it was decided to forego the rental of a dumpster for Town-wide clean-up this year.
Department of Equalization – Assessment of Property – Recently, property owners received tax assessments with information to contact the Fall River County Department of Equalization by 5:00 p.m. March 12, 2020, should they want to appeal the amount(s). These appeals will then be forwarded to the Local Board (Town Board quorum and one (1) School Board member) which will meet March 16, 2020, from 6:00 – 7:00 p.m. at the Oelrichs Community Center to approve/dispute.
First District Association of Local Governments – GPS – It will be reported back to them there have been no changes within the last year.
SD Housing Development Authority – Paint South Dakota 2020 – (Tabled from last month’s meeting). No 2020 nominations will be submitted.
Executive Session – Motion was made by A. Cope to enter Executive Session at 8:16p.m., seconded by M. Carson; motion carried. Return to Regular Session at 8:32p.m. Motion was made by A. Cope, seconded by J. Messinio, to no longer have an official Assistant Water Superintendent position and to continue to contact R. Merdanian, III, regarding any water issues/concerns; motion carried.
Adjournment: J. Messinio made a motion to adjourn at 8:51 p.m., M. Carson seconded; motion carried.
The next Regular Meeting of the Oelrichs Town Board will be April 14, 2020, at 7:00 p.m. at the Oelrichs Community Center.
