Regular Meeting
March 3, 2020
Call To Order – Roll Call: Mayor Jerry Dibble called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on March 3, 2020, at Edgemont City Hall. Present were Council members, Roger Horton, Carla Schepler, Jason Shook, John Sturgis and Robert Worden. Kimberly McDade was absent.
Pledge of Allegiance was stated.
Conflict Of Interest For Council Members: No conflicts were heard.
Approval Of Agenda: Carla Schepler made a motion to approve the March 3, 2020 agenda. Motion seconded by John Sturgis. Motion passed with unanimous vote.
Approval Of Minutes: Jason Shook made a motion to approve the February 18, 2020 minutes. Motion was seconded by John Sturgis. Motion passed with unanimous vote.
Committee Reports
Law Enforcement – Thomas McMillan
Public Works – Kyle Kaiser
Mayor – Mayor Dibble showed the 2019 Public Library Digest report, March 4th Pat Kurtenbach will be here with Monument Health for a discussion concerning the possibility of a clinic, March 6th SHEDCO and FR Health Services will be here for the same, Attorney Lance Russell sent a packet of information on how to deal with new properties.
Public Comment: Eric Harrold from the FR County Herald Star wanted to discuss the issues with 601 4th Ave. Is it isolated or are there more? Would like this to be an opportunity for an open discussion. He stated that Lance Russell had given him the court dates so he could attend. John Sturgis replied the it is a really big expense and they are trying to do everything by law. Jason Shook said that it is up to the courts unfortunately and they should be more strict. Mayor Dibble stated that it is private property and the owners are upset. He added that we can’t do it to all of the property. It’s not our problem but, it is becoming our problem.
Approval Of Claims: Carla Schepler made a motion to approve the March 3, 2020 claims totaling $47,594.71. Motion seconded by Robert Worden. Motion carried with unanimous roll call vote.

Old Business
Ordinance 2020-02-18 Second Reading – Chickens: Carla Schepler made a motion to approve Ordinance 2020-02-18 as read. Motion was seconded by Jason Shook. Motion failed with roll call vote. Horton – nay, Schepler – aye, Shook – aye, Sturgis – nay, Worden – nay.
New Business
Larry Hepner – Utility Services: Jason Shook made a motion to turn on utility services and Larry Hepner will pay double billing at the first of the month until caught up. Motion was seconded by John Sturgis. Motion passed with unanimous roll call vote.
Ae2s – Dustin Dale: Dustin stated that he was here to keep the council updated on the water project. Well #6 is still under construction, Well #4 is having some pump problems, the City is working with the programmer for the systems, the plumbing will be fixed at the water treatment plant with no cost to the City, hopefully they will have a layout within 2 weeks to fix the problems, different chemistry is a concern that will be addressed also.
Spay & Neuter – Ann Mcdermand: Ann McDermand explained how the spay & neuter fund worked in the past and was hoping things would continue on. There is only $450 available at this time for the 50/50 cost share with Edgemont Citizens to have their pets spayed/neutered.
North Central Supply Inc – City Hall Door: Roger Horton made a motion to purchase the City Hall Door in the amount of $3944.83 without the power option. Motion was seconded by Jason Shook. Motion passed with roll call vote. Horton – aye, Schepler – aye, Shook – aye, Sturgis – nay, Worden – aye.
Micro Solutions Laptop Quote: Carla Schepler made a motion to table until there can be more quotes presented. Motion was seconded by John Sturgis. Motion passed with unanimous vote.
Adjournment: Jason Shook made a motion to adjourn at 8:17 p.m. Motion was seconded by Robert Worden. Motion carried with unanimous vote.
The next regular City Council meeting will be held March 17, 2020 at 7:00 p.m.
